Shankar Pokharel, General Secretary of CPN (UML), who is leading the government, has opposed the system (meritocracy) of appointing people with higher qualifications to various positions based on competition implemented in Tribhuvan University.

Pokharel claims that the meritocracy system has been implemented to prohibit certain ideological groups in the university. 

General Secretary Pokharel has protested the meritocracy implemented in the University through social media. He has criticized Prada Kesharjung Baral, vice-chancellor of Triva .

'Currently Tribhuvan University VC Kesharjung Baral is engaged in the plan to select the academic leadership of the university in the name of meritocracy to represent the current ruling coalition (Maoist and Congress ruling coalition when Baral was vice-chancellor) . He has given it the mantle of meritocracy . And the same play is supported by the Maoist supporters who are close to him and  are appreciating," Pokharel wrote with anger, "If VC Baral of Tribhuvan University really wanted to follow meritocracy, he would not have had any interest or interference in who should be placed in the selection committee ? He could lead the selection to the Rector who is in charge of academic leadership or he could prepare a roster of academics and select the members of the selection committee based on lottery . But he didn't do both of those things . Formed a selection committee to choose the person they want. According to that, the selection criteria were prepared.'

General Secretary Pokharel alleges that meritocracy has been implemented to prohibit those with certain political beliefs. "They are staging an ugly drama of meritocracy to prohibit a certain ideological group in the university." With this kind of activity, Tribhuvan University will not move forward,' he said, 'so let's stop the ugly play done in the name of meritocracy . Let's proceed with the entire work in an open and transparent manner keeping in mind the long-term interests of the university.'

Vice-Chancellor Baral is also accused by Pokhrel of being a Maoist close person who was leading the then government. When Baral was appointed as the Vice-Chancellor of the University, Maoist Chairman Pushpa Kamal Dahal was the Prime Minister and JSP's Ashok Rai was the Education Minister. UML was a major component in the government. Currently, UML's Vidya Bhattarai is the education minister, while the government is headed by UML president KP Sharma Oli . Congress is the major component in the government .
