Energy Minister Khadka's non-payment of Scout's land rent is questioned in the State Affairs Committee

The matter of Energy, Water Resources and Irrigation Minister Deepak Khadka's company occupying Nepal Scout's land in excess of the contract and not paying the rent has been raised in the State System and Good Governance Committee of the House of Representatives. On Sunday, MPs raised questions about the fact that Scout's request for help in collecting land rent was not brought to the committee for discussion 10 months ago.

"Khadka Land Development Pvt Ltd", which is the operator of Khadka, leased 3 acres of land at Lanchaur in Scout for 10 years, grabbed another nine acres and occupied it for 15 years.

After Khadka's company did not pay the rent, Scout filed a complaint with the State Administration Committee on January 14 last year. During the meeting of the committee on Sunday, MP Durga Rai asked the chairman Ramhari Khatiwada why he was not informed even after 10 months of the application of the scout. 

Speaker Khatiwada, who is also a Congress MP, objected to the fact that the complaint filed against her own party MP Khadka was not distributed to MPs. Maoist MP Rai said that it is a sad situation that the members are not informed about the complaints filed in the committee and they have to find out about it through the media.

It is a sad situation to hear from the media about the application submitted to the State Administration Committee. Just today, there is news that Nepal Scout submitted a petition to the State Administration Committee 10 months ago regarding the company headed by Energy Minister Khadka in Kantipur. Why were we not informed? She asked Speaker Khatiwada. 

MP Rai suspected that the petition was not brought to the discussion because the political party of the chairman of the committee, Khatiwada, and minister Khadka are from the same party. Should we look at the party, should we look at the party, should we look at the individual, what is it? I disagree with this. Such an incident should not be repeated. We had to give that application, we had to have a discussion,' she said.  In response to the

, President Khatiwada said that the State Administration Committee will not operate as a party committee. This is a committee of all MPs. We are united and ready to work without any party's embarrassment," he said.

Khatiwada said Scout's petition was distributed to committee members immediately. He claimed that MP Rai did not attend the committee meeting on the day of distribution. But other members of the committee have also said that the complaints regarding Khadka have not been distributed. 

A Congress MP told Kantipur, "The Chairman did not inform us about that complaint. Earlier, some complaints were kept in envelopes. A UML MP said that some MPs were informed about the complaint by Speaker Khatiwada, but it was not distributed to the committee for discussion.

Chairman Khatiwada said that the then Home Minister Ravi Lamichhane did not discuss the complaint in the committee after he informed that Khadka's company had been locked out of Scout's building and land. "When the issue of Scout's land was discussed, the then Home Minister came here, he said that it had been locked the previous day," he said. That's why we didn't enter into it.

MP Rai said that former Home Minister Lamichhane is in police custody on charges of co-operative fraud and energy minister Khadka did not pay scout's land rent while he is in police custody. "We should not be overshadowed by putting this issue on the head of former Home Minister Lamichhane," she said. It was Rai's proposal that a decision should be taken after sufficient discussion about the complaints received in the

committee. Committee Chairman Khatiwada has now formed a sub-committee and assured the members that they will discuss all the complaints. 

Energy Minister Khadka's company owed Nepal Scout 50 million 41 lakh 70 thousand 314 rupees 85 paise for rent in 2075.

Scout has visited the President, Vice President, then Prime Minister, Speaker, Speaker of the National Assembly, Leader of the then main opposition party (KP Sharma Oli), Deputy Speaker, Vice President of the National Assembly, all MPs of the House of Representatives, Ministry of Home Affairs, Commission for Investigation of Abuse of Authority, District Administration Office Kathmandu , filed a petition asking that the environment of collecting rent from Khadka should be fixed in the office of Ward No. 26 of Kathmandu Metropolitan City. After there was no initiative from any of those agencies, Scout sent a request letter to the state system committee.

Scout wrote to the state administration committee, 'Since it has been almost 1 year since correspondence from the authorized body to help vacate the place, no effective role has been played, let's discuss in that committee to pay the outstanding amount and vacate the place. According to the instructions, there is a request to provide the necessary support for ensuring the environment.' were Committee Secretary Suraj Kumar Dura named Branch Officer Vikas Shrestha. Thereafter the application was not proceeded with.
