Due to differences among the members of the Tribhuvan University Executive Council, the deans of eight study institutes and faculties and heads of 18 campuses have not been appointed.
Although the selection and recommendation committee recommended 3-3 names for the appointment of dean on the basis of open competition, the executive council could not take a decision on the appointment.
There has been a controversy over whether to appoint one of the three members on the basis of merit in the seven-member council chaired by the vice-chancellor. Even though the Council meeting has been convened several times, no decision has been reached due to the differences between the members.

Rector Khadg KC, Registrar Kedar Rizal, Dean of Management Dilliraj Sharma, Professor Premsagar Chapagain and Mahanand Chalise are members of the council. One member is vacant. Duvinanda Dhakal, Sanjay Acharya and Tara Prasad Bhusal are recommended in the Faculty of Humanities and Social Sciences. Kishore Dahal, Harikrishna Pant and Yama Bahadur Gurung at the Institute of Agricultural and Animal Science Studies. In the Institute of Forestry Studies, Rajesh Rai, Thakur Silwal and Rajkumar Koirala have been recommended, while in the Faculty of Science and Technology, Shankar Khanal, Chetraj Bhatt and Narayan Adhikari have been recommended. Mahanand Chalise, Bhojraj Aryal and Achyut Gyawali have been recommended in
management and Chitra Bahadur Budhathoki, Vedaraj Acharya, Narayan Belbase have been recommended in the Faculty of Education. Out of the 8 Deans, 5 are Congress and 3 are Maoist-affiliated professors when appointments are made on the basis of merit.
Sharma and Chapagain, who became executive members in UML quota along with the rector, are dissatisfied with this. The professors are accused of not even being present in the meeting of the executive council as they did not make a decision favorable to them.
