The Prime Minister is flying with a list of dozens of projects related to road infrastructure, urban development and industry-trade to be operated with grants.
During Prime Minister KP Sharma Oli's four-day visit to China from Monday, the agenda including new projects proposed by Nepal to be operated within the 'BRI framework' was approved by the Cabinet meeting on Sunday.
The cabinet has approved the list of development projects with a common concept made by the ruling Congress and UML to advance the 'Belt and Road Initiative' (BRI).
According to the Ministry of Foreign Affairs, Prime Minister Oli and his Chinese counterpart Li Qiang will hold bilateral talks in Beijing on Tuesday. At the same time, the agenda between the two countries will be discussed and the agreement and agreement will be signed. The Council of Ministers has also approved a list of dozens of projects related to road infrastructure, urban development and industry-trade, which will be offered to the Chinese side with grants.
According to Baluwatar sources, a list of new projects will be proposed to be conducted within the 'BRI framework'. These include Tokha-Chhare Tunnel, Hilsa-Simkot Road, Kimathanka-Khandbari Road and Bridge, Geelong-Kerung-Kathmandu Cross Border Railway, Kathmandu-Hetaunda Podway, Amargadhi City Hall, Geelong-Kerung-Rasuwagadhi Chilime 220kV Cross Border Transmission Line, Kathmandu Valley Transmission Line Upgradation, Madan Bhandari University, Kathmandu Scientific Center and Science Museum, There are China-Nepal Industrial Friendship Park and Jhapa Sports and Athletics Complex in Damak.
Prime Minister Oli has not revealed in the cabinet meeting that the visit to China will be successful, but which projects are receiving Chinese subsidies.
He informed that preparations are being made to propose the Kerung-Kathmandu cross-border railway from the proposed project to the Chinese side.
'The top meeting of Congress and UML has made a common concept after a lot of effort, it has done an important job of creating common views on Nepal's neighbor relations and foreign policy,' a minister said, quoting the statement made by Prime Minister Oli in the cabinet meeting, 'based on this We will work to make an agreement with China.'
Since the Chinese side has responded positively to the agenda based on the common views made by the two parties, the officials of foreign affairs say that the agreement on the commitment of the old grants including the advancement of the 'BRI' will be advanced during the visit of Prime Minister Oli.
'The main concern of the Chinese side inside and outside Nepal is to convey the message that Nepal-China relations have progressed in terms of BRI. There is not much interest in what has grown, how much has grown. For us too, we were interested in not further cooling the relationship with China. Therefore, the Chinese side is also positive towards the ideas made by the ruling Congress and UML," said a minister of the Congress. "It remains to be seen how China will cooperate in the plans proposed by us in the negotiations between the two parties."
Nepal will also raise the issue of grants and other support that have not been implemented despite China's commitment in the past. The 55 billion rupees subsidy announced by Chinese President Xi Jinping during his visit to Nepal in 2019 has not yet been implemented.
The Chinese side has also estimated that the grant announced by President Chin Fing can be kept within the 'BRI Framework' and allocated for the proposed project. However, while forming a common opinion, the two parties have not included the grants and schemes promised earlier within the 'BRI framework'.
'It has been mentioned in the common opinion that Nepal will ask for the funds announced by China at different times and which have yet to be received to be spent on Nepal's infrastructure projects,' said a member of the working group formed to make a common opinion. It is proposed that Nepal will take the view that the agreements made, the amount of grants agreed upon, will be received immediately. It is not possible to say how the Chinese side will take it.'
Congress General Minister Gagan Thapa said that the decision to move forward with 'BRI' is inherent in the common interest of both the countries. "This work has progressed positively, it has become an important work in the direction of creating a common foreign policy and relations between the two countries," he said.
Prime Minister Oli is going to Beijing at the invitation of Chinese Prime Minister Li Qiang, leading 87 people including 39 from the government team and 48 from the private sector. This is the first bilateral foreign visit after Oli became the Prime Minister for the fourth time. He had previously gone to New York to participate in the 79th General Assembly of the United Nations.
The Ministry of Foreign Affairs and the Nepali Embassy in Beijing have informed that all preparations for Prime Minister Oli's visit to China have been completed.
