During the President's foreign visit, it is arranged that only 9 people are allowed to be present from the very special room of the airport to the 'mini car guard' to board the ship, including the Vice President, Prime Minister, Home Minister, Defense Minister, Foreign Minister, Culture, Tourism and Civil Aviation Minister, President's Office and Secretary of the Ministry of Foreign Affairs and Etiquette Commissioner.
When the Vice President goes on a foreign visit, only the Prime Minister, the Minister of Foreign Affairs, the Chief of Army Staff, the Secretary of the Vice President's Office and the Secretary of the Ministry of Foreign Affairs, the Chief of Etiquette and the head of the foreign mission invited by the Ministry of Foreign Affairs will be allowed to enter the special room of the international airport.

There has been criticism that ordinary people have suffered unnecessarily, from the road to the airport, due to the foreign visits of prominent people. With the implementation of the revised procedure, the government expects that the security challenges from the road to the international airport will be reduced when very special and special people travel abroad and return home.
Ministry of Home Affairs spokesperson Rishi Ram Tiwari said that due to management problems due to the presence of a large number of distinguished persons at the Tribhuvan International Airport for the farewell and reception of highly distinguished persons on foreign visits, the procedure had to be revised.
"When the President, Vice President and Prime Minister went on a foreign visit, the number of officials arriving at the Tribhuvan International Airport for the farewell and welcome was large, and the traffic management was also disrupted, so that number has been reduced," he said.
Home spokesperson Tiwari said that the procedure passed by the Council of Ministers last Thursday has been implemented. He informed that when Prime Minister KP Sharma Oli goes on a visit to China on Monday, only the officials mentioned in the procedure will go to the airport for farewell.
