Preparations for Prime Minister KP Sharma Oli's four-day official visit to China from Monday have reached the final stage. Foreign Minister Arju Rana Deuba, who left for China while preparing for the visit, returned home on Saturday after meeting with her Chinese counterpart Wang Yi. The ruling Congress and UML have reached an agreement on the most complicated BRI document on Friday.

Prime Minister Oli and Foreign Minister Rana met President Ramchandra Poudel on Saturday evening and informed about the preparations for the visit to China.

"The Prime Minister informed the President about his upcoming visit to China and the Foreign Minister about his visit to China," said Kiran Pokharel, President's Press Adviser. President Paudel has wished Prime Minister Oli good luck on his visit to China. Prime Minister Oli's visit to China has been approved by Thursday's cabinet meeting. 

Prime Minister Oli and Congress Chairman Sher Bahadur Deuba have thanked the working group for drafting the agreement between the ruling Congress and the UML on the BRI document that was prepared to be signed during the visit to China. Oli and Deuba thanked three members of the

working group and one technical member for fulfilling the important responsibility of preparing the draft document by calling them to Baluwatar on Saturday. In the meeting with Oli and Deuba, Congress General Minister Gagan Thapa gave detailed information about the draft on behalf of the working group.

A three-member working group was formed to reach an agreement after different views were seen among the ruling parties on the BRI implementation document proposed by China. On behalf of the UML, Chief Advisor to the Prime Minister Bishnu Rimal and Economic and Development Advisor Yuvraj Khatiwada and General Minister Gagan Thapa on behalf of the Congress were in the working group. Semant Dahal, an expert in international legal affairs, was involved as

technical assistant. The working group agreed that instead of the proposed 'BRI Implementation Plan', the agreement should be titled 'BRI Cooperation Framework'. The working group prepared a draft by amending the content of the document. 

UML Senior Vice President Ishwar Pokharel, Deputy Prime Minister and Finance Minister Bishnu Paudel also participated in the meeting called by Oli and Deuba for the thank-you note. On behalf of the Congress, Home Minister Ramesh Ulak, Deputy Chairman Purna Bahadur Khadka and leader Krishna Prasad Sitaula were present. The draft of the document prepared on Friday has been sent by the Nepal government to the Chinese government. 

Foreign Minister Rana has already informed the Chinese officials about the Nepal government's proposal on Friday. According to the leaders, the draft was prepared after informal discussions with the Chinese side and there was a positive response to it. The draft is likely to be signed during Prime Minister Oli's visit to China.

The common opinion of the two ruling parties is that the Nepal government will only take subsidies for the projects that will be conducted under the BRI. They made the policy of not taking loans in BRI project. A list of a dozen projects related to infrastructure, urban development and connectivity by Nepal has also been kept in the draft of the BRI cooperation framework.

The Nepal side has proposed Tokha-Khare tunnel, Hilsa-Simkot road, Kimathanka-Khandbari road and bridge, Geelong-Kerung-Kathmandu cross-border railway, Kathmandu-Hetaunda podway, Amargadhi City Hall, Geelong-Kerung-Rasuwagadhi Chilime 220 kV cross-border for BRI. Transmission Line, Kathmandu Valley Transmission Line Upgradation, Madan Bhandari University, Kathmandu Scientific Center and Science Museum, China-Nepal Industrial Friendship Park and Jhapa Sports and Athletics Complex are about to move forward. 

Although the Memorandum of Understanding on BRI was signed between Nepal and China in 2017, no project under it has been started in Nepal. For the past few years, China has been stipulating that an implementation plan should be agreed upon for the implementation of the project. If the cooperation framework is signed, the door will open for BRI project operation in Nepal. 

' BRI will proceed with the agreement of both countries' 

Foreign Minister Arju Rana Deuba has said that the BRI project in Nepal will proceed with the agreement of both countries.

After an official visit to China at the invitation of Chinese Foreign Minister Wang Yi, she returned home on Saturday and said in a press conference held at Tribhuvan International Airport, 'Now Nepal is not in a position to take loans. Talks were also held with the Chinese side about the same.' 

Minister Rana mentioned that there has been close and friendly relationship between Nepal and China for centuries and said that high-level visits are exchanged between the two countries from time to time to further strengthen the historical relationship and expand it to the people. "This visit of mine is also a continuation of that," she said.

Minister Rana had a meeting with Chinese Foreign Minister Wang Yi in Chhendu on Friday during his visit. She informed that there was a discussion with Wang about strengthening the relationship by making full use of the opportunities and possibilities in both countries for mutual benefit.

He said that he is of the opinion that relations with China should be focused on increasing trade, investment, international transport network and economic and social partnership, and the Chinese counterpart said that the Chinese government is positive about it. 

According to Minister Rana, in the meeting, it was also agreed that the agreements and agreements made during the high-level visits by both sides will be implemented carefully. "There was a cordial conversation on various aspects of Nepal-China relations and bilateral interests," she said.
