The hundred days of the government were average in terms of diplomatic balance and relations. It was expected that the diplomatic sector would pick up speed after the formation of a new government by the two major parties. Meanwhile, diplomatic meetings and visits also intensified. But it could not be quantitative in terms of achievement.
During this period, neither India, the neighbor to the south, nor China, the neighbor to the north, was happy about the new government. According to experts in diplomatic affairs, India is not very happy with the formation of the government under the leadership of Prime Minister KP Sharma Oli, while China is worried about the UML's relationship with the Maoists. They say that Delhi's attitude towards this government will be clear even though Oli has not received a formal invitation to visit India even after 100 days of leading the government.
Western countries including the United States, Britain, and the Democratic Party Congress and the Communist Party UM, which is practicing democracy, have taken the new government in a balanced manner. Congress leader Arju Rana was given the responsibility of managing foreign affairs. Rana, the wife of Congress President Sher Bahadur Deuba, took charge of the Ministry of Foreign Affairs for the first time while taking the executive responsibility. Congress leader Rana has become the fourth woman foreign minister in Nepal's diplomatic history after Sahana Pradhan, Sujata Koirala and Vimala Paudel Rai.
Foreign Secretary Bikram Mishri from India came to Nepal as the first foreign guest after the formation of this government. Then in the first week of August, Foreign Minister Rana made an official visit to India. She had a courtesy call on Prime Minister Narendra Modi. The meeting was seen by Delhi as giving 'importance' to Rana. During the meeting, Rana also handed over the invitation to visit Nepal sent by Oli to Modi.
Prime Minister Oli has not yet received a formal invitation from the Indian side for a visit after becoming the Prime Minister. Meanwhile, a sideline meeting between Oli and Modi took place in New York during the 79th General Assembly of the United Nations. The meeting was scheduled only at the last moment. According to foreign sources, Minister Rana had to work hard for the meeting between Modi and Oli. Analysts say that this also indicates that Delhi is not very enthusiastic about the Oli government.
In the 100 days of the Oli government, there have been diplomatic initiatives but they have not been fruitful. Nepal was also dragged into the Gaza war that started after the attack on Israel on October 7, 2023. 10 Nepali youths who went to study agriculture were killed in an attack by the Palestinian militant group Hamas, while Bipin Joshi, who was kidnapped, is still being held by Hamas even after a year has passed.
Nepal's diplomatic initiative has also been seen to be weak in terms of bringing back the Nepalis recruited in the Russian army. The number of Nepalis who died in Russia-Ukraine war has reached 43. The government is constantly asking the Russian government not to recruit Nepalis illegally through the Russian embassy in Kathmandu and the Nepalese embassy in Moscow. In addition, it has claimed that it is continuously taking initiatives regarding the details of Nepalis recruited into the Russian army, the number of deaths, sending back bodies and providing compensation. But the positive result has not been achieved .
In the meantime, Foreign Minister Rana called the Russian ambassador in Nepal twice and understood about it. But from the Russian side, since their country is currently at war, they have received only an assurance that the Ministry of Defense will look into the matter more than foreign countries and that they will provide information to the Ministry of Defense .
In the 100 days of the government, diplomatic visits and meetings intensified . Prime Minister Oli and Foreign Minister Rana held other important bilateral meetings during the General Assembly and addressed the Presidency of Least Developed Countries (LDCs) and the Security Council. Foreign Minister Rana paid an official visit to Canada and also established a bilateral consultation mechanism with the US.
After the formation of the government, there are continuous visits from China to Nepal and from Nepal to China. The latest highest official from China is Chan Gang. He returned on Tuesday after visiting Nepal for three days. He came to Nepal as the envoy of Chinese President Xi Jinping. He is the secretary of the Communist Party of China Sinhai Province. He held high-level political meetings in Nepal. And interacted with the leaders of Nepal's political parties. Similarly, US Deputy Foreign Minister Richard Verma met Prime Minister Oli and Foreign Minister Rana and the US promised to support Nepal with two Sty trucks and two Bell helicopters to be used in disaster management efforts.
Foreign Minister of Oman Saeed Badr bin Hamad bin Hamud Balsusaidi paid a two-day official visit to Nepal. It was the first high-level visit from Oman since the establishment of diplomatic relations between the two countries in 1977. Nepal has given candidacy for the United Nations Military Advisor. Currently, Nepal is the number one country in the world for deploying peacekeepers. "Because Nepal sends a large number of peacekeepers and contributes to world peace, we have told the UN high officials to give Nepal an important position," Foreign Minister Rana said, "Let's hope the results will be positive." The government was criticized. It is alleged that those who are weak and have less educational qualifications are proposed for appointment as ambassadors . The government did not approve Ramakrishna Bhattarai, the proposed ambassador to Sri Lanka on the recommendation of 18 people, after a hearing by a parliamentary committee. He did not have the minimum educational qualification required to become an ambassador. For that, he should have passed graduation, which he did not have. Which should have been looked at before the government proposed it . Despite being recommended as ambassador to Australia, Kanta Rizal was not promoted from the cabinet. After learning that he did not bring back his domestic aides while he was ambassador to Israel, the cabinet itself did not advance his proposal .
The government recommended 18 people as ambassadors and 16 people were approved by the parliamentary committee . In Australia, former education minister Chitralekha Yadav was later recommended. Also, the question of not being inclusive in the appointment of ambassadors was raised on this government like the previous governments. After going to the parliamentary committee, Foreign Minister Rana had to say 'I am sorry'. As a
achievement, a tripartite agreement was signed between Nepal-Bangladesh-India for the purchase and sale of 40 megawatts of electricity in Bangladesh in the third week of October. A few days ago, the Cabinet has decided to add 100 diplomatic staff to the Ministry of Foreign Affairs. The high officials of the ministry have mentioned that they have decided to conduct diplomatic affairs according to the time by improving the geopolitical environment in the world and the structures of Nepal 20 years ago. The Ministry has decided to increase 5 more divisions . The ministry is yet to clarify which of those divisions are and what are their responsibilities. In addition, the main issue is how to send those employees to serve in foreign countries where the number of Nepalis has increased and the number of workers has also increased.
Nepal is currently the chairman of the South Asian Association for Regional Cooperation (SAARC). After the 18th summit in Kathmandu in 2014, the 19th summit that should have been held in Pakistan has not been held yet. Also, for the past four years, the SAARC ministerial meeting, which should be held during the United Nations General Assembly, has not been held in New York. This time too, the meeting did not take place.
