Nepal University is going to be established in a different way than the practice where the prime minister is the chancellor and the education minister is the vice chancellor. President Ramchandra Paudel on Wednesday approved the bill to regulate Nepal University.

With the approval of the bill, the way for the establishment and operation of the university under the leadership of an academic person has been opened. Voices are being raised from other universities including Tribhuvan, which are currently operating, that the Prime Minister should be the Chancellor and the Minister of Education the Vice-Chancellor should be changed.

President of Nepal University Preparatory Infrastructure Development Committee Dr. Arjun Karki said that the construction of physical and educational infrastructure will proceed after the University Act. It is proposed to establish and operate a university in Gaindakot municipality of Nawalparasi. "The bill regarding the establishment of a university was passed by the representatives and the National Assembly and was approved by the President," he said, "We will rapidly advance the preparation work for the operation of the university." 

It is customary for universities under construction to have an assembly as the highest body and chaired by the prime minister as the chancellor. In Nepal University, according to the passed bill, the guardian council as the highest body  will remain The Chancellor will be selected from the members of the Guardian Council. There is no prime minister or minister in any body of the university.

Educationists who have made excellent contributions in the field of educational development and improvement, academics who have contributed to the establishment or operation of Nepal University, industrialists, employers and farmers one each, donors and individuals who have contributed in the field of public administration, management, academic research will be nominated as members of the council. The council will select the chancellor from among them. The tenure of the Chancellor will be 4 years only.

The Vice-Chancellor, the Secretary of the Ministry of Education, the Secretary of the University Grants Commission, the Secretary of the Provincial Ministry of Education, the head of the local level where the university is located and the registrar will be members of the patronage.

It is mentioned in the bill that the appointment of vice-chancellor and registrar will be done on the basis of open competition. It has been arranged that the Vice-Chancellor Selection and Recommendation Committee formed under the coordination of the council members should call for applications from qualified candidates. Based on the recommendation, the council should appoint the vice-chancellor and registrar within 15 days.

A person with a degree, 15 years of academic experience and 35 years of age can become a vice chancellor. As in previous universities, it has been arranged that there will be a Vice-Chancellor to act as the executive head. It has been arranged that the Vice-Chancellor cannot be re-appointed for a 4-year term. A person who has completed a master's degree and has 10 years of experience in educational administration and academic field can be a registrar. The Chancellor will appoint the Registrar based on the recommendation of the recommendation committee.

It is also mentioned in the passed bill that the chancellor, vice-chancellor and registrar can be removed if they do not fulfill their official responsibilities, if they do not work according to their conduct, if they act against the interests of the university. At least 3 members have to submit a written application against them and form an investigation committee. If the committee recommends action, the majority of members can remove the chancellor, vice-chancellor and registrar from their posts. 

University will conduct schools according to subject for conducting educational programs. There will be a dean in the school. Similarly, it has been arranged that the director will be the head of the research center. Teachers, researchers and staff will be appointed by the university. The university will not distribute the correspondence. It is said to establish a multidisciplinary university based on interdisciplinary (liberal arts).
