Chairman of CPN (Maoist Centre) Pushpa Kamal Dahal has said that Congress and UML have used the constitutional amendment as an excuse to change the government. He alleged that constitutional amendment is not the agenda of Congress and UML.
In a program on 'Constitutional Implementation: Expectations and Reality' organized jointly by the Constitution Monitoring Group and the Institute for Strategic and Socio-Economic Research (ISSR) on Monday, President Dahal said that the Congress-UML had dropped the constitution amendment agenda after they did not find an excuse to change the government.
'They had not formally discussed the need to amend the constitution until two or four days before forming the new alliance,' President Dahal said, 'so this is not their agenda, it is just a story and an excuse. It is clear that the government is only made as a weapon for change.
As the current constitution is part of the peace agreement, there is no political sense in agreeing to the amendment of the constitution by hiding it from the signatory parties and leaders of the peace agreement. He said, 'Congress-UML leaders secretly made an agreement with their own party, it was also kept hidden from the people, but when the people started challenging them to show the agreement, the Prime Minister read it out in the parliament, but it was real or fake, the signature has not been seen yet.' He said that if we want to move forward in terms of the agenda, the constitution amendment is necessary, but before that, emphasis should be placed on implementation. Reminding that we did not get the support of the major parties to make the necessary laws for the implementation of the constitution and federalism, he said that it took 18 months to bring the Federal Civil Service Act to the parliament, He said that even though it was passed, he was not ready to pass it and he was reluctant to implement the Police Adjustment Act.
