The Nepal University Bill has been passed by the House of Representatives. In Monday's meeting of the House of Representatives, the proposal to pass the Nepal University Bill, 2081 presented by Minister of Education, Science and Technology Vidya Bhattarai was passed by a majority.
Before that, Minister Bhattarai had presented a proposal that 'Nepal University Bill, 2080, which originated in the National Assembly with the report of the Committee on Education, Health and Information Technology, should be discussed'. The proposal was unanimously approved by the assembly.
MPs Raghuji Pant, Sumana Shrestha, Devendra Poudel, Roshan Karki, Prem Suwal, Manish Jha and Chandrakant Bhandari participated in the discussion on the proposal. Answering the questions raised during the discussion on the said bill, Minister Bhattarai made it clear that the bill was advanced with the aim of making the study, teaching and research of higher education quality, useful, innovative and timely to contribute to the overall development of the country.
The government considered it necessary to establish and operate a public university in the non-government sector to produce skilled, creative, entrepreneurial and competitive human resources and submitted the bill to the federal parliament. was
It is mentioned in the bill that the institution is going to be established as a non-governmental sector university that does not distribute profits to produce skilled, creative and competitive human resources through multidisciplinary quality studies, teaching and research based on the interdisciplinary concept (liberal arts).
It has been arranged in the bill that the university will be called 'Nepal University' in English and that the university and its central office will be outside the Kathmandu Valley. The university will have guardians, academic and executive councils and structural organizations including research centers, schools and colleges and vice-chancellors, registrars, deans, directors and principal officers.
In the Guardian Council, the Vice-Chancellor, the Vice-Chancellor, one educationist nominated by the provincial government of the province where the university is located, the head of the local level where the university is located, one from among academicians and five members including at least two women from among the academics who have contributed to the establishment or operation of the university in Nepal have been provided in the bill. .
Likewise, two members from industrialists, employers and farmers, donors who provide financial support to the university more than specified and one member from those who have contributed in the fields of public administration, management, academic research or have experience in the service of the Government of Nepal at a high level. It has been arranged that the registrar will be the member secretary.
Academicians on the Guardian Council, academics who have contributed to the establishment or operation of universities in Nepal, and those who have contributed in the fields of public administration, management, academic research or have experience in the service of the Government of Nepal at a high level have been arranged to select the Chancellor. Provision has been made in the bill that the chancellor will be the head of the university and he will preside over the convocation ceremony of the university. The term of office of the Chancellor will be four years.
