The drafting team of the labor immigration policy has prepared a policy that the workers should not bear the expenses incurred in the labor immigration process.

The expert team led by Labor expert Ganesh Gurung, the coordinator of the drafting team, submitted the 'Labor Migration Policy Draft-2081' to the Minister of Labour, Employment and Social Security Sharatsingh Bhandari on Sunday. The members of this team are Amrita Sharma, Keshav Basyal, Juna Madhema, Manju Gurung and member secretary Deepak Dhakal. The policy research team consists of Chiranjeevi Baral and Yuvraj Nepal.

In the strategy of maintaining good governance in the management of labor employment, it is mentioned that 'expenses incurred during labor employment should not be borne by the workers'. In order to implement this, a strategy has been taken to 'expand and effectively implement the system for the employer to bear the expenses incurred during labor migration. 

In order to make this policy successful, a clean and fair recruitment process will be adopted, an effective monitoring mechanism will be created with rewards and punishments for employers and businessmen who provide services related to labor migration, and a system where the employer will bear the expenses of the workers is mentioned in the bilateral labor agreement with the labor destination country. It is mentioned that, to make the recruitment process of workers transparent, fair and ethical, the strategy of making foreign employment traders accountable will be taken. 

It is mentioned in the draft that the foreign employment board and the Nepali diplomatic mission in the destination country will look for employers (markets) who follow the system of employer bearing expenses. For this, it is mentioned that data will be kept through employment service centers at the local level and identity cards will be provided gradually and uniformity will be maintained in data collection. It is mentioned to create a suitable model like foreign employment welfare fund for welfare work of workers going to India.  In the

draft, "Implementation of bilateral labor agreements with labor destination countries in a manner that protects the rights of migrant workers and complies with international laws," identifying and developing the skills and competencies of workers according to the demands and trends of the labor market of the destination country, prioritizing internal employment, and sustainable labor of workers who have returned from labor migration. And a policy has been taken to ensure social security through respectful reintegration and to regulate and manage foreign workers working in Nepal in accordance with Nepal's national interests and needs. 

Labor Minister Sharatsingh Bhandari said that the government is going to formulate a labor migration policy to address the entire migration cycle from going to foreign employment to returning. This draft has been made public. In this regard, it will be passed only after the advice of all concerned parties is received," he said.
