The government has made the national identity card mandatory for receiving social security allowance from January. According to the National Identity Card and Registration Department, it is going to be implemented from January 1 after revising the previous decision to require an identity card from July 1 to receive social security allowance.

In order to implement the decision, the department has sent a letter to the relevant local levels of 66 districts and informed them that the biometrics of the identity card must be submitted by the end of January for the renewal of the social security card. Those who have already received an identity card or its number will have to compulsorily apply biometrics while renewing their Social Security Allowance card.

If there is no identity card or its number, the concerned person should self-declare that he did not take a photo and give biometrics for the identity card or that the number is lost. According to the department, self-declaration has been made mandatory because there is a possibility that they can get double benefits by deceiving the local authorities even if they do not have an identity card number. According to Yuvraj Katel, director general of the

department, in the first phase, which was initially planned to be implemented from July, 28 and in the second stage, which was planned to be implemented from January, the local levels of 38 districts have been informed about the process by correspondence. The Council of Ministers had decided on May 24 to make registration and renewal of health insurance, social security allowance and pension compulsory from July 1. The government's decision was heavily criticized for giving very little time to prepare the national identity card. After that, the government decided not to make identity cards mandatory on May 27.  Katel, director general of the department, said that even if the

is stopped immediately, there is a legal provision to make it mandatory. On Wednesday, the department has already briefed Home Minister Ramesh Akhtar about the collection of identity card details and its benefits. According to the

department, the identity card details of 1 crore 51 lakh 79 thousand 515 people have been collected. Regular information is being collected from the district administration office, area administration office and some local levels of 77 districts. More than 47 lakh identity cards have been distributed.  According to the

department, before the next month, the concerned person will have to self-declare that he has not received a national identity card or that he has not received a number while renewing the social security allowance card or registering a new one. In the case that the department has already received the identity card, if there is any problem during biometric registration, the allowance card can be renewed by providing it by the end of the month. There is a legal provision that the card must be renewed by the middle of August at the local level related to receiving social security allowance.

If you have renewed your identity card without an identity card, you will have to obtain an identity card or its number by the end of January and get biometric registration from the relevant local level. The identity card distribution system that started in 2076 has not been used for almost 6 years due to the inability to connect the service. The government had decided to implement this system by publishing a notice in the gazette on June 10. According to the notice published in the gazette, it is said that the second phase will be implemented in 38 districts on January 1 and the third phase will be implemented in 11 districts from July 2082.

More than five billion has already been spent on the purchase of ID card software, ID card printing, staff mobilization, and machine purchase. The department said that despite spending a huge amount of money every year on the name of identity card, it could not be implemented, but now they are trying to make it mandatory by publishing a notice in the gazette.
