CPN-UML Chairman KP Sharma Oli has submitted a claim to the Prime Minister. President Ramchandra Paudel called for the formation of a majority government according to Article 76 (2) of the Constitution.
After that, UML President Oli accompanied Congress President Sher Bahadur Deuba and reached the President's Office Shitalniwas. Oli submitted his claim to the Prime Ministership with the support of 166 MPs including 88 from the first party Congress and 78 from the second party UML.
Other small parties in the parliament including Jaspa, Janmaat, Jaspa Nepal, LoSpa and Civil Liberties Party are in favor of the Congress-UML coalition government, but Oli submitted the claim to the Prime Minister with the signatures of Congress and UML only.
According to the President's call, Congress Chief Whip Ramesh Ukkar informed that UML President Oli and Congress President Deuba went to Shitalnivas to submit their claims to the Prime Minister. "The claim has been submitted today, it is up to the President to decide when to make the appointment," he said.
UML senior vice president Ishwar Pokharel, vice president Vishnu Paudel, chief whip of UML parliamentary party Mahesh Bertaula, former attorney general Ramesh Badal also reached Shitalnivas.
On Friday, after Prime Minister Pushpa Kamal Dahal's proposal seeking a vote of confidence was rejected by the House of Representatives, the Parliament Secretariat informed the President's Office that Dahal could not receive a vote of confidence. Soon after, President Paudel discussed the formation of a new government with legal experts.
President Paudel, in consultation with constitutional scholars, has called for the formation of a new government according to Article 76 (2) of the Constitution in the midst of a debate on which of the following clauses of Article 76 (2) or (3) of the Constitution will be formed.
Article 76 (2) of the Constitution states that the President must appoint a member of the House of Representatives who can obtain a majority with the support of two or more parties represented in the House of Representatives as the Prime Minister .
