Since there was no discussion in the cabinet meeting, the process of renewing the licenses of manpower companies that did not meet the standards has been stopped. Labor, Employment and Social Security Minister Dol Prasad Aryal of the caretaker government submitted a proposal to renew the license of 250 manpower companies that do not meet the prescribed standards, but there was no discussion in the cabinet on Thursday.

Labor Minister Aryal had sent a proposal to the office of the Prime Minister and Council of Ministers to renew the manpower of not sending 100 workers. "Any proposal submitted by the Ministry of Labor was not discussed in Thursday's meeting," a minister told Kantipur. He submitted a proposal to the Council of Ministers for a policy decision based on the 'Fukaune' system.

In Section 13 of the Foreign Employment Act (d) (2), there is a provision that the license will be canceled if "one hundred workers cannot be sent annually for two consecutive years". According to Rule 8 of the Foreign Employment Regulations, the license can be renewed from the Foreign Employment Department only if a document proving that at least 100 workers have been sent to foreign employment every year in the last two financial years is submitted. However, the Ministry has taken the proposal to the Council of Ministers using the authority given by Section 82 of the Act.

In order to make the field of foreign employment safe, orderly and dignified, the Legislature Parliament set a quota for manpower companies to send workers while amending some Nepal Acts on 19 Chait 2075.

However, since the implementation of the Act, the government has been renewing the license of manpower companies that send less than 100 workers, using the right to remove obstacles. In the current year, at least 250 manpower companies have sent less than 100 workers for foreign employment.

However, Labor Minister Aryal, who is about to leave the government, got into controversy after submitting this proposal to the Cabinet. Spokesperson of the Ministry of Labor, Gobind Rizal, confirmed that a proposal was made to the Council of Ministers last time to renew the license of Manpower not to send 100 workers. He informed that the ministry is in the process of revising the provision of canceling the renewal of manpower that does not send 100 workers.
