Instead of taking action against the culprits involved in the disappearance of the answer sheets of about 500 undergraduate students from the examination control office, officials including the Vice-Chancellor of Tribhuvan University have protected them.
The high-level investigation committee chaired by former registrar Chandramani Poudel recommended action against 7 people including exam controller Pushparaj Joshi. Officials have protected the guilty by hiding the investigation report submitted in the last week of Baisakh for one and a half months. Vice-chancellor Kesharjung Baral, registrar Kedar Rizal and rector Khadge KC had promised to take action against the guilty by submitting the complaint to the executive council. But for one and a half months, the report was not discussed even in the executive council, said a professor near the vice chancellor's office. According to
sources, the investigation committee has recommended action against exam controller Joshi, co-controller Sureshjung Shahi and Pawan Baral for being negligent in the loss of the answer sheet. The committee has also suggested that they should be removed from the post to improve the examination control office. Sources said that departmental action has been recommended against Bhojraj Bhatt, chief administrative officer of the
office, and Nilam Pokharel, deputy administrator of staff of the secret branch. According to the report, they should be removed from the examination control office for not fulfilling their duties as per their official responsibilities. Action has also been recommended against Shambhu Dahal and Naib Subba Deepak Pandey of the secret branch for bullying in the case of missing answer sheet.
The investigation committee has pointed out that due to their negligence, the answer sheets that are yet to be published have been sent to be destroyed along with the published answer sheets. The committee consisted of Narayan Khanal, Legal Adviser of TRI and Vishnu Wagle, Deputy Director of Monitoring Directorate.
Vice-Chancellor Baral claimed that the process of implementing the inquiry committee's report and punishing the culprits is in progress. The action process is proceeding after discussion in the executive council. Since the exam is a sensitive subject, we are doing internal management in that office. We will take action after the work of alternative arrangement is done,” he said. He said that after the
action, the procedure for appointing a new controller of examinations is being prepared with the criteria for the appointment of officials. "We have not spared the guilty as is rumored. There is a university assembly on June 31. By that time, a list of passed students (grace list) will be prepared," he said. "Action will be taken at an appropriate time."
Meanwhile, Netra Vikram Chand's student organization Akhil (Socialist) of CPN has barred the office bearers from entering the office on Monday. Samajwadi vice president Lalit C said that those involved in the incident were barred from entering the office. "The university did not take action against the controller of examinations, co-controller, etc.," he said, "we have blocked entry to the office demanding action."

Territorial examination control office has been delaying the publication of results for 18 months, there are errors in the question paper, many questions are being asked, answer sheets have been lost and changes have been made. Even though negligence such as loss of answer sheet is happening again and again, it is investigated, but the officials have been ignoring the action.
