With the four-point agreement with the government, the protest of the meter-busting victims in Kathmandu has come to an end. More than 1,000 meter-bust victims were agitating on foot from Gaddachouki in Kakdavitta and Kanchanpur since January 16. Along with Deputy Prime Minister and Home Minister Ravi Lamichhane, government negotiators and representatives of the victims have agreed on four points with the meter abuse victim.

According to the agreement, a three-member commission will be formed to submit a report to the government within three months in accordance with the Commission of Inquiry Act, 2026. It has been agreed to re-investigate new complaints sent to the police by the previous commission and received from the petitioner after the formation of the commission.

It has also been agreed to recommend, if it is found necessary to file a case against the victim in relation to the unfair transaction according to the prevailing law, to study the intensity of the injustice and provide compensation to the victim and to recommend the necessary basis and measures for rehabilitation, to identify the issues that need to be amended and replaced in the existing law and to submit a report with a draft. Also, The MoU also mentions the matter of requesting the Ministry of Finance to make necessary arrangements in the upcoming budget for financial assistance, relief and compensation to the exploited oppressed class so that the meter bagi does not fall into the clutches of moneylenders/mahajan due to financial problems.

On behalf of the government, the joint secretary of the Ministry of Home Affairs Rudra Prasad Pandit (coordinator of the negotiation committee), deputy secretary Bishwaraj Neupane and Ekdev Adhikari have signed the agreement. Awadhesh Kushwaha, Aditya Ram, Shivshankar Mahato, Damodar Dhakal, Rukmini Chaudhary, Sohan Sharma and Rajaram Yadav signed on behalf of the victim. With this agreement, the 42-day protest started by the meter-banking victims has come to an end. Home Minister Lamichhane also said that he informed Prime Minister Pushpa Kamal Dahal about the agreement. He has promised that the government will take full implementation of the agreement to the victims of meter exploitation. After reaching the Bhrikutimandap where the victims were sitting after the agreement reached at the Ministry of Home Affairs at Singhdarbar, Lamichhane said that all necessary work will be done on behalf of the government in favor of the victims. "We have agreed today, we express our full commitment to comply with it," he said, "However, the situation may sometimes be different from what we have written, expressed, or imagined, even then we will have to stand together."

Lamichhane also urged people not to think that the agreement between the victims and the government would bring justice tomorrow. The agreement made today will not bring justice as soon as the sun rises tomorrow morning. The struggle remains. But, now you don't have to struggle as if you broke your leg while walking, we work for that. We will act responsibly," he told the victims. Stating that both parties face the challenge of complying with the agreement, he said that he is ready to work on behalf of the victims. 

The meter theft victims were recently demonstrating at the Prime Minister's residence, Baluwatar. They also entered the Federal Parliament Building on February 14. They have been demonstrating daily up to the Prime Minister's residence.
