It is a well-known fact that the National Democratic Party (RDP) is a political party that fundamentally disagrees with the current constitution and constitutional system. It was clear that long-term peace, stability, unity, social harmony, sovereignty, geographical integrity, international identity, revival of Nepal's unique religion, culture and civilization, promotion of cultured politics and economic transformation of the country are not possible from the current constitution created in 2072. That notion of the RPP has faded like the sun after a decade and a half since the implementation of the Federal Democratic Republic.

It is well known that the RPP's policy of cooperation with the constitution and the constitutional system has remained in the midst of their disagreements and different opinions. Despite our sincerity and cooperation, the far-reaching interests of Nepal are becoming impossible. 

Nepal as a nation and state has never been so rapidly eroded in history. As a nation today, the country's sovereign power, geographical integrity and international identity and the religion-culture that binds the country to a formula have all been badly eroded. The country has started falling into the trap of international geopolitics and it is clear that the trap will turn into a tsunami in the coming days. A situation has arisen where we have to remain silent when foreigners enter the geography of the country in public and carry out their own activities. An international honor with a glorious history has faded into dust.

Thus, every major part of the country as a state has become a victim of corrupt, incompetent and corrupt politics. The main pillars of the state, the judiciary, administration, police, constitutional bodies, schools, universities, all have been forced to get caught in the cycle of tainted politics. As a result, the country is listed as one of the most corrupt countries in the world. Foreign investment is very low because investors are familiar with the corruption of the state apparatus and cannot be sure about their investments. In the country around 2046, the regular expenditure of the state was 35 percent and development expenditure was 65 percent. Currently, regular expenditure is 73 percent and development expenditure is only 27 percent. The country has reached a situation where even the development expenditure which is in such a small percentage cannot be done properly. This year In the first 6 months of 2016, some important ministries could not even spend five percent of development.

As a result, today no citizen is confident about the future of the country. In the last six months alone, 3 million Nepalis took work permits for foreign employment. If they could go, they would all go abroad. Despite various difficulties, one lakh Nepalis leave the country formally and informally every month. Not only the unskilled and semi-skilled, the country's skilled manpower is leaving the country at a rapid pace. Capital flight is on the rise due to growing frustration among businessmen. The country has become hollow inside.

Nepal has reached a point where it is necessary not only to build a country, but also to save it. Now the country cannot remain in this situation under any circumstances. That doesn't mean turning back or staying here. Accepting the good and necessary aspects of the past and the present is to move forward.

For that, considering nationalism as the supreme goal, democracy as an indispensable basis, monarchy as a symbol of national unity, Hinduism as the foundation of religious tolerance and social harmony, and liberal economy as the backbone of a welfare state and equitable development, RPP is to lead the country through a 'new understanding' through comprehensive national unity. demands from the government.

It will be an understanding where everyone will feel their weaknesses and no power will feel marginalized or forbidden. It will be such an agreement where the positive aspects of Nepal's Constitution of 2072 will also be accepted.

If the government does not address the issue of RPPA's memorandum in a faithful manner, we would like to inform the Honorable Prime Minister that RPPA will immediately be forced to conduct civil and peaceful protests in favor of the country and the people from both the streets and the House.

The demands of the National Democratic Party:

1. Constitutional monarchy in a parental role.

2. Vedic Sanatan Hindu dominion with pantheistic egalitarian religious freedom. Immediate stop to inducement and fraudulent conversions.

3. Abolition of provincial structure and two-tier government - central and empowered local level.

4. Executive Prime Minister directly elected by the people.

5. Constitutional/legal provision that a person cannot hold more than two terms in executive positions.

6. Reduction in the number of people's representatives and the number of government employees who are more than necessary.

7. Constitutional guarantee that political parties do not dominate the appointment of constitutional bodies.

8. Abolition of government salaried and professional party fraternal organizations.

9. The establishment of a special government body for monitoring and implementation of the failure of employees and workers to receive services and facilities according to the contract or prevailing laws.

10. Increase in basic amenities of all national servants (salaried) but ensure corruption control and good governance.

11. Adoption of necessary measures to ensure free and quality public education and health throughout the country.

12. Formation of a high-level education/health reform commission comprising experts for the improvement of public education and health.

13. Instantly, providing access to health insurance to all Nepalese citizens, ensuring that the insured can be treated in the hospital of their choice.

24. Provision for immediate payment of dues of construction tradesmen.

25. Justice, compensation and confiscated property for conflict victims  A concrete initiative to solve the problem of refund and meter interest victims.

26. In order to solve the squatter problem forever, the arrangement of going to the house and measuring the land for a fixed period and giving the real squatter a suitable place. Canceling the expensive tax that is currently being given to squatters.

27. Reforming the complicated government system and creating an investment-friendly environment for the comprehensive development of small/large scale industries and job creation by entrepreneurs and businessmen.

28. Amendments to the Public Procurement and Forestry Act, which are seen as hindering development.

29. Ending the practice of starting a new plan without disbursing the necessary amount in the incomplete and ongoing plans and not disbursing the required amount so that it is later stalled. 

30. Provision of special concessions in electricity and taxes to employment, production and export industries. Creating an environment where youth does not have to go abroad for a salary of 40-50 thousand.

31. Creation of agricultural welfare fund, provision of agricultural loans at easy and subsidized rates for small farmers and establishment of agricultural fertilizer factories. Publication of a white paper on how much agricultural subsidy has been given to whom and to whom in the last 5 years.

32. Cleanliness, improvement, management, internationalization of tourist areas and comprehensive improvement in domestic, regional and international 'connectivity' for tourism promotion.

33. Formulation of energy export policy keeping in mind Nepal's energy consumption, irrigation needs, flood control and ensuring Nepal's economic development and long-term interests.

34. Encouraging the investment and skills of native, non-resident and overseas employed Nepalis in energy and other sectors.

35. Formulation and implementation of infrastructure, urban development and land use policies across the country with a view to Nepal at least 100 years from now.

36. Discovery and return of encroached public lands across the country and protection and promotion of religious, cultural, archaeological and natural heritage by ending encroachment.

37. Full adherence to diplomatic guidelines in foreign affairs and appreciation of efficiency and excellence in the appointment of ambassadors with an end to political bias.
