The circular states that public complaints have been received that students have been psychologically affected by the indiscriminate shaving of their clothes.
Kathmandu Metropolitan City has warned schools not to cut (shave) the hair of students indiscriminately. On Wednesday, the city's Department of Education issued a circular to community and institutional (private) schools, urging them not to engage in activities that cause physical and mental torture.
Acting Chief of the Department, Keshav Gyawali, has stated that he has received complaints that schools in the metropolis are randomly shaving their hair because it is long. The circular states that public complaints have been received that students have been psychologically affected by the random shaving of their hair.
The metropolis has also informed the school management committee that although there is a provision in the Education Regulations 2059 that the students can follow and implement a code of conduct, there is also a provision in the regulations that prohibits physical and mental torture on students.
‘It is requested that students be made to follow the code of conduct in a way that prevents physical and mental torture,’ the circular states.
