After seven months of not being able to bring the budget in time, the executive committee meeting of Kathmandu Metropolitan City was held on Tuesday. City chief Balendra Shah, who presided over the meeting, ended the meeting in 1 minute and 8 seconds.
Although 24 agendas were submitted in the meeting, Chief Shah entered only one agenda to fix the date of the 17th Municipal Assembly session of the metropolis. He informed that the budget of Kathmandu metropolis will come on June 29.
"I would like to welcome the deputy chief, staff friends, executive friends to the 40th executive meeting of Kathmandu Metropolitan City," then Shah informed that "the 17th Municipal Assembly session of Kathmandu Metropolitan City on proposal number 1 will be held on June 29 at 2 pm and 9 am" and informed that the meeting was over. After that, Deputy Chief Sunita Dangol informed that the budget formulation committee meeting will be held today. By that time, the city chief Shah had already left the meeting room.
Dhruv Kumar Kafle, Assistant Spokesperson of the Kathmandu Metropolitan City, said that in the present context, meeting of the Municipal Assembly to bring the budget is the main topic, so no other agenda was discussed. The other agenda is only to approve the leave and appointment of employees. which can be addressed later," Kafle said. "There will be no impact on the new budget if other agenda items are not discussed."
The meeting of the Resource Estimation and Delimitation Committee has determined the budget limit of 25 billion 11 crores for the financial year 2082/83 of Kathmandu metropolis. In the meeting, Chief Shah instructed to increase the budget for infrastructure development so that the development work is done according to the people's demand. The Revenue Advisory Committee has also decided to increase the budget for infrastructure development in the next financial year compared to the current financial year. In the upcoming budget, 3 percent for economic development, 14 percent for office operations and administration, 51 percent for infrastructure development, 20 percent for social development and 12 percent for good governance and interrelated areas.
According to the constitutional provision, policies and programs and budget for the new financial year should be brought before June 10. However, due to the dispute between the city chief Shah and the chief administrative officer Saroj Guragai, Kathmandu could not bring the budget on time for the first time. The dispute between the two has reached its climax due to the issue of approval of the construction map of the Kathmandu Tower building located at the old bus park. Guragai is accused of giving permission to build Kathmandu Tower from 12 storeys to 19 storeys without completing the process without environmental testing.
Regarding this issue, Chief Shah requested the Ministry of Federal Affairs and General Administration to transfer Guragai from the metropolis. However, the ministry sent him a letter on February 22 asking him to arrange a working environment in the metropolis itself. After that, Shah did not allow Guragai to appear in the office. But despite the opposition of the city chief Shah, a group of ward presidents including Deputy Chief Dangol made Guragai enter the working room on Chait 20.
The incident also increased the distance between the mayor and the deputy mayor. Also, due to the dispute over the expansion of the footpath of New Road, the disagreement of the ward presidents with Chief Shah also increased. Chief Shah could not even hold the executive meeting of the metropolis after the tussle with the deputy chief, chief administrative officer and ward presidents increased.
