Mayor Shah is still not in favor of holding a meeting and bringing the budget with the involvement of Chief Administrative Officer Saroj Gurgai. The chief administrative officer Guragai is also in a position not to be transferred.

Ministry of Federal Affairs and General Administration has not transferred Guragai. According to the same decision, on 22 February 2071, a bilateral agreement was signed between Jaleshwar Swachhand Bikoi Builders and Mahanagar. A 3-member committee was formed under the coordination of former secretary of the government, Shankar Prasad Pandey, to investigate Gurgai on the issue of approving the map without completing the

process. However, the committee has not yet submitted its report.
