Kathmandu Metropolitan City has not been able to bring policies, programs and budget for the financial year 2082/83 on time. The clash between Mayor Balendra Shah, Deputy Mayor Sunita Dangol and Chief Administrative Officer Saroj Guragai has resulted in the metropolis not being able to bring the budget on time for the first time.
Due to the dispute regarding the approval of the construction map of Kathmandu Tower, the meeting of the executive committee has not been held for 7 months . Guragai, the chief administrative officer, is accused of approving the construction of the Kathmandu Tower without completing the map process.
After the executive meeting held before the 16th Municipal Council meeting on January 14, 2081, it has not been able to sit until now. According to
sources, Mayor Shah is not in favor of holding a meeting with the involvement of Chief Administrative Officer Guragai. Shah is pressurizing Guragai to stay on leave . However, Guragai is denying it .
Kathmandu Tower is a building with a bus park built on land owned by the Metropolitan Municipality under the Public Private Partnership concept.
According to the Local Government Operation Act 2074, there is a legal provision that the local level must bring policies, programs and budgets by June 10. Section 17 of the same Act mentions that the meeting of the executive should be held at least once a month.
Navin Manandhar, the spokesperson of Kathmandu Metropolitan City, said that Mayor Sah could not bring the budget because he did not call the executive meeting. "Discussion and coordination with Mayor Saab" is underway. Not decided . The full budget will come in June," he said.
