The members submitted a letter to the Metropolitan Chief Shah to hold the executive meeting

The executive members of the metropolis have submitted a letter to Chief Balendra Shah to call for an executive meeting of the Kathmandu Metropolitan City.

Spokesman Naveen Manandhar informed that on Monday, the executive members of the metropolis requested Chief Shah to hold an executive meeting soon to submit the plan for the next financial year.

"We have sent a letter to the mayor asking him to hold a town meeting," he said, "We have requested an executive meeting to present the plan in the budget." Now he will call.'

The 16th session of the Municipal Assembly was held on 14th December 2081 and the 37th Municipal Executive Council meeting was held on 23rd November 2081. Since then, the assembly and executive meeting of the metropolis has not been held. 

The Local Government Operation Act, 2074 provides that the city head shall call the meeting of the assembly and the executive body and preside over the meeting. The same Act has provided for the meeting of the executive to be held at least once a month. Likewise, the metropolis has prepared "Kathmandu Metropolitan Municipality, Municipal Assembly Operating Procedures, 2074" for the conduct of the executive meeting. This procedure has been introduced to maintain the order of the meeting, to form the necessary committees and to make other operations regular and effective. But the executive committee of the metropolis has not been able to hold a meeting since last December.

According to the same procedure, the meeting of the assembly will be called by the chairman, that is, the head of the metropolis, within one month after the announcement of the final result of the election of the metropolis. There is a provision in the procedure that the chairman conducts and closes the meeting of the assembly according to the agenda. 

If the session of the assembly is not started or the meeting is adjourned, if a written request is made by a quarter of the members of the assembly that it is appropriate to call the meeting, the chairman will set the date and place of such meeting . The session of the assembly will be held on the date, time and place so specified. 

Generally, the duration of the first session after the election will be maximum 15 days and the duration of each subsequent session will be maximum 7 days . But the period between the end of one session of the Assembly and the beginning of the next session is in the procedure not to exceed six months. 

Similarly, in Section 71 of the Local Government Operation Act, 2024, there is a provision that the estimate of revenue and expenditure (budget) for the next financial year must be approved by the executive and submitted to the assembly within June 10. Spokesperson Manandhar said that the executive members have requested to hold a meeting to solve the problems seen in the metropolis.

"The latest developments seen in the metropolis do not mean that the meeting will not be held," he said, "a meeting should be held to resolve it." We have requested a meeting of the executive for that.'
