Let's conduct a nationwide debate campaign to strengthen the rule of law: Deputy Chief Dangol

Deputy Chief of Kathmandu Metropolitan City Sunita Dangol has said that there should be a debate across the country to strengthen the law enforcement aspect.

He said this at a program organized in Kathmandu on the occasion of Law Day on Friday. She said that although there are strong laws related to every sector in Nepal, the implementation aspect is weak. She mentioned that not only the creation of laws is the main thing, but its proper implementation is also important.

She said that if there is no proper implementation and compliance of the law, it has no meaning. She also said that it is necessary to review whether the created laws are practical and up-to-date.

According to him, Judicial Conciliation Center has been established in each ward of Kathmandu Metropolitan City. She said that the number of people coming for reconciliation has increased because of the women's network and Melmilap Kendra established in the ward.

She said, 'On the occasion of Law Day, apart from discussing the law itself, how to establish a legal state? How to understand the law? And there is a need to have a debate among the concerned bodies across the country on how to strengthen the aspects of law making and implementation.'

She lamented that there is no shortage of laws in Nepal, but the implementation is weak. She reviewed each section and sub-section and pointed out the need to think about practicalities and omissions.

According to him, the number of reconciliations has increased after the expansion of the free reconciliation service. "Rather than having to wait in the metropolis, an environment where reconciliation can be achieved in the wards has been created in all 32 wards. Since the women's network has been established, the aim is to ensure that gender-based violence does not have to wait until the judicial committee,' she said.

Lalitpur Metropolitan Municipality Deputy Chief Manjali Shakya Bajracharya said that the scope of judicial committee should be widened to give justice from a judicial mind. She mentioned that there is a ambivalence in the Constitution and the Local Government Act on matters related to justice.

According to him, the ambiguity in the Act needs to be amended immediately. In addition, she said, when registering a case in the district, high or supreme court, the victim does not get to meet the judge directly, so it is difficult to get justice.

She said, 'Reconciliation has been kept as the first priority with the intention that the relationship will be saved if the dispute with the close person can be reconciled. However, it is necessary to strengthen the judicial committee to believe that delayed justice is equal to no justice. A thorough review of the jurisdiction of the Constitution and Acts should be done while maintaining fairness.'
