An MoU has been reached between the Independent Power Producers Association, Nepal (IPPAN) and Pioneer Law Associates (PLA) for a policy study on green taxonomy specific to hydropower projects. The MoU was signed by Ganesh Karki, chairman of IPPAN, and Anupraj Upreti, owner of Pioneer Law.
After the government put forward a roadmap to produce 28,500 megawatts of electricity, IPPAN has started this study as it is seen that the necessary capital can be obtained through green financing and this study will help the government in formulating policies related to green financing, said IPPAN chairman Ganesh Karki.
IPPA Senior Vice President Mohan Kumar Dangi said that although agriculture, energy and tourism are the main sectors for the country's development, the government has realized that energy can bring results faster than others, so the private sector has carried out various studies on how to enrich the country through energy, and the study on green taxonomy is a part of that. Anupraj Upreti, owner of
Pioneer, said that he was excited to study green taxonomy together with Ippan. He said that he is excited about this study of the energy sector as he has already studied about the electricity bill. According to the
agreement, Pioneer will study mainly focusing on 3 subjects. It will study the creation of guidelines related to green taxonomy especially for hydropower projects, advocate for green transition to support the hydropower sector of Nepal and study opportunities for climate and green energy financing to increase the capacity of hydropower projects in Nepal. The
study will study the world's best models and recommend a model suitable for the Nepali soil by studying what kind of green taxonomy is needed for hydropower projects in Nepal. In the study, carbon trading will be studied and the institutions and necessary policies that will work as a bridge between private sector hydropower projects and the government will also be explored, according to IPPAAN. A joint working committee consisting of 4 members from Pioneer and 3 members from Ippan will be formed to make the
study successful. The committee will prepare a study report and submit it to IPPAN within August 2025.
