Suggestions from expert organizations to make AI policy 2081 effective

To make the National Artificial Intelligence (AI) Policy 2081 more effective, three expert organizations have handed over a concept paper with suggestions to the government. The concept paper jointly prepared by the Center for Cyber ​​Security Research and Innovation Center (CSRI Nepal), Information Security Response Team Nepal (NPSERT) and Internet Governance Institute (IGI) was submitted to the Minister of Communications and Information Technology Prithvisubba Gurung on Sunday.

The concept paper includes 10 points of recommendations for policy making that is consistent with Nepal's socio-economic development, national aspirations and global AI trends. In order to implement the policy effectively, it is emphasized on issues such as prioritization, deadlines, responsibilities should be clarified, monitoring and evaluation mechanisms should be strengthened, attention should be paid to capacity development, cooperation should be promoted, ethics and inclusiveness should be given high priority.

Suvarna Shakya, President of CSRI Nepal, Advocate Baburam Aryal, President of IGI, Shaligram Parajuli, Secretary General of CSRI Nepal and IT expert of the Ministry of Communication and Information Technology, Samir Kharel, AI consultant of NPcert, Roshan Pokharel, Director of IGI, Vandana Sharma, founder member of CSRI Nepal and others have helped in preparing the concept paper.   Understanding the

concept paper, Minister Gurung has said that the AI ​​policy will be promoted transparently based on everyone's participation and suggestions. He has expressed his commitment to pass and implement the policy soon. According to the experts, the policy brought by the government is welcome in the context of increasing use of AI. However, considering the potential risks of cyber security, it is suggested that AI should be properly included in the policy as AI will play an important role in national security.

CSRI Nepal President Shakya stated that National AI Policy 2081 is an important opportunity for Nepal and said that coordination of stakeholders is necessary to make it effective. In order to make the policy effective, Unal emphasized the need for collaboration between policy makers, technical experts, private sector, academics and civil society.

IGI President Advocate Aryal stated that a well-prepared policy will establish standards of innovation and it will empower AI entrepreneurs to move forward in an industry-friendly environment. It can be provided to the government. Chiranjeevi Adhikari, Founder President of CCSRI Nepal opined that prioritizing cloud security in AI-promoted national cyber security will be the cornerstone of a strong digital future. 

CSRI Nepal General Secretary Parajuli opined that AI will advance the unlimited possibilities of the future just as electricity has revealed the possibilities of the Internet. After the Ministry of Communication called for suggestions from the stakeholders, expert organizations have prepared this concept paper. It has been analyzed that Nepal can develop a safe, inclusive and technology-friendly AI system if the policy is implemented incorporating the suggestions of experts.
