The office of Birgunj Metropolitan City has not been able to collect revenue as targeted for the fiscal year 2082/83.
Although the metropolis had set a target of collecting Rs. 1.7 billion in revenue, it has collected only less than half of the target, that is, Rs. 675,964,898.39. This is only about 39.76 percent of the total target. This shows that the internal income of the metropolis has not increased as expected.
However, compared to the previous fiscal year, there has been a slight increase in revenue collection. In the fiscal year 2081/82, the metropolis had collected Rs. 629,385,344 in revenue. Compared to that, about Rs. 46,579,000 more revenue was collected last year.
According to the income headings of the metropolis, the highest revenue has been collected from property tax, house rent tax, map approval fees, and similar headings. Rs. 197,306,760 was collected from property tax, Rs. 140,973,109 from house rent tax, and Rs. 46,491,503 from map approval fees.
Taxpayers of the metropolis, however, say that the tax rates are high, making it burdensome for ordinary citizens. Sanjay Patel of Shiromani Nagar says that the rates of property tax, house rent tax, and other metropolitan taxes are high.
Basanta Bahadur Bohara, Chief Administrative Officer of the Birgunj Metropolitan City Office, says that revenue collection could not meet the target also because last year’s revenue projection was set too high. He stated that another main reason was the failure to include the targeted groups within the scope of property tax, which contributes the most to revenue. He said that the metropolis has put forward a plan to make revenue administration more effective and to increase mobilization of internal resources in the current fiscal year.
