The discussion on the budget for the fiscal year 2083/84, which began 17 days ago in the Madhesh Provincial Assembly, has been postponed due to opposition party obstruction.

The Provincial Assembly meeting, which was called at 1 pm on Wednesday to discuss the budget, was held at 2:30 pm. As soon as Speaker Ram Ashish Yadav announced the start of the meeting, lawmakers from the opposition party JSP Nepal and the ruling party Congress stood up.

Congress Chief Whip Kumar Kant Jha had objected, saying that although most of the work in the development plan for the current fiscal year has been completed, the Ministry of Finance has stopped payment. ‘Many works have been completed. However, contractors have not been paid,’ said Congress Whip Jha, ‘Why has the payment for the completed plan been stopped? The Finance Minister should answer.’

Similarly, JSP Nepal MP Upendra Mahato had said that the budget of the Madhesh Provincial Government for the coming year is not in line with the spirit of federalism and that the Provincial Assembly meeting will not be allowed to proceed until the budget is revised. ‘It was said that plans worth less than Rs 1 crore will not be included in the budget. "However, plans worth Rs 5-10 lakh have also been introduced," Mahato said, "It is right to allocate the budget by merging municipalities in one district. However, in one plan, another district has been merged into one district."

Speaker Yadav had requested that the Provincial Assembly meeting proceed as it was a budget session and that is the topic to be discussed. However, after JSP Nepal obstructed the meeting by saying that the budget amendment was their bottom line, the Provincial Assembly meeting was postponed.
