Jitendra Kumar Yadav, the ward chairman of Rajgadh Rural Municipality-2 in Saptari, who fled after an arrest warrant was issued in a case of assault and mutilation, has not yet been arrested. An arrest warrant was issued against Yadav and five others on Jestha 1.
Ward chairman Yadav, who was informed about the arrest warrant, appointed ward member Sumitradevi Khang as his agent on Jestha 5 and is absconding. District Police Office spokesperson DSP Hemraj Ghimire said that a search is underway for the absconding accused including Yadav. According to him, two accused in the case have been arrested so far.
50-year-old Tunu Khang of the same place was arrested from Rajbiraj Municipality-6 last Monday, while another accused Shivan Khang was arrested on Jestha 27. ‘Further investigation is underway on the arrested person,’ he said, ‘During the medical examination of the arrested person, it was found that he was suffering from a kidney disease.’ DSP Ghimire said that after completing the legal process as per the doctor’s advice and the order of the government attorney’s office, he was released on ‘remand’ on Jestha 28.

Singh’s hand was broken due to the beating. He had filed a complaint with the District Police Office on 25 Kartik for the crime of beating and mutilation. Even when Singh sent the complaint through the District Government Attorney's Office on 9 Magh, the police had been reluctant to complete the legal procedures including identification. On 2081 Chaitra 5, Singh had filed a writ of mandamus in the Rajbiraj Bench of the Janakpur High Court seeking justice. When the writ was heard, on 2082 Jestha 4, a joint bench of judges Purna Prasad Rajbanshi and Krishna Prasad Subedi of the court issued a writ of mandamus in the name of the District Police Office under Section 8(1) of the Administration of Justice Act, 2073.
