In Saptari, services including permanent account number (PAN card) have started flowing from the local level. After the government abolished the taxpayer service offices across the country and made arrangements to provide services through the local level, most of the municipalities in the district have brought the service into operation.
According to Amit Poudel, Chief Tax Officer of the Inland Revenue Office, Lahan, agreements have been concluded in 16 of the 18 local levels in the district and services including PAN card have been started. However, in Rajbiraj Municipality and Rupani Rural Municipality, the service has not been operational due to pending employee training.
'Agreements have also been reached with those two municipalities, now the service will start after the employees are trained,' he said. He said that the Inland Revenue Office employees have been assigned contact persons to resolve problems that arise during the course of work for local level employees and necessary facilitation is being provided over the phone.
According to Chief Tax Officer Poudel, services including PAN cards are being provided from Bodebarsain, Surunga, Khadak, Dakneshwari, Shambhunath, Kanchanrup, Saptakoshi and Hanumannagar municipalities and Bishnupur, Balan Bihul, Agnisair Krishnaswaran, Tirhut, Mahadeva, Tilathi Koiladi, Chinnamasta and Rajgadh rural municipalities.
With the service being available from the local level, the obligation to go to Rajbiraj to get a PAN card has been eliminated. This has saved both time and money, especially for small businessmen, said Chief Administrative Officer of Bishnupur Rural Municipality Ujjwal Anand. According to him, the localization of services has not only provided convenience to the citizens, but also supported the objective of making government services accessible.
