The Road Department is going to use bulldozers again on houses and buildings that are within the road boundary but have not yet been removed on the main road area of Birgunj along the Tribhuvan Highway.
The Road Division Office, Hetauda, issued a notice on Tuesday, urging homeowners to remove the remaining structures within 25-25 meters on the right-left of the road centerline on the road section from Sirsiya Miteri Bridge to Bahuari Gandak Chowk within 5 days. Otherwise, the department has warned that it will remove those structures itself as per the Road Act, 2031.
On April 20 and 21, the Road Department partially demolished about 1,200 houses and buildings on the road section by using bulldozers in the first phase. At that time, homeowners were asked to remove the structures within the road boundary area themselves within 25 days. However, since most of them did not remove the structures, the department has started the second phase of the removal process.
In a notice issued by the Road Division, Hetauda, it has been stated that the road boundary protection work has been started since April 20 and that information has been received that residences and businesses are still operating in the damaged buildings. The department has urged people not to live in such buildings as they are risky and not to operate businesses. 'If any untoward incident occurs by disobeying the notice, the concerned person will be held responsible,' the notice states.
After the first phase of the dozer campaign, some homeowners had demolished the structures within the road boundary themselves. However, most of the houses and buildings in the main road area from Ghantaghar, Maisthan, Adarshnagar to Alkhiyamath Chowk remain intact.
The Road Department is conducting a road boundary protection campaign under the main road expansion plan of Birgunj. According to the department, since this area falls under the national highway, there is a legal provision to maintain the prescribed road boundary.
Since the start of the dozer campaign, homeowners and businessmen in the main road area have continued their agitation opposing the road expansion. They have been demanding that the main road be maintained as an urban route, that the expansion plan be reviewed based on the old road boundary, and that demolition of structures be stopped without the consent of the locals. While disputes continue between locals, businessmen, and government agencies over the issue of road expansion, the Department of Roads has again given a final deadline of 5 days, increasing confusion and concern among residents of the main road area.
