The Madhesh government has decided to reduce the number of provincial councils of ministers to nine members, including the Chief Minister, effective from Shrawan of the next fiscal year. Presenting the budget for the fiscal year 2083/84 in the provincial assembly on Monday, Finance Minister Yubaraj Bhattarai informed that the 12 ministries, including the Chief Minister's Office, will be restructured and the council of ministers will be reduced to nine members. He said that a task force will be formed to make the provincial administration economical and result-oriented by conducting a survey of the organization and structure and abolishing unnecessary and redundant bodies, and such structures will be eliminated within two months. He said that as per the practice of the federal government, committees, institutions, directorates, offices and commissions with dual scope of work and whose relevance has been exhausted will be abolished or merged within Bhadra. The budget states that at least 15 percent of the existing posts of the ministry and subordinate bodies will be abolished by reviewing them. Provision has been made to create new posts only in urgent cases, except for health sector specialists. Finance Minister Bhattarai said that new posts and promotions will be completely stopped until the review of employee posts is completed. The capital programs of the ministries and agencies that are being abolished or merged will be implemented by the responsible ministry, while the budget allocated for the current year will automatically be deposited in various headings of the Ministry of Finance. The budget also includes a provision for the automatic retirement of contract employees working in such agencies from the day of abolition.
