The Madhesh Province Government has allocated a budget for police recruitment to implement the Provincial Police Act in the fiscal year 2083/084.

Presenting the budget in the Provincial Assembly meeting on Monday, Finance Minister Yubaraj Bhattarai said that the necessary budget has been allocated to advance the police recruitment process to implement the Provincial Police Act. The provincial government has already brought a bill to make provisions for the provincial police service in 2075 BS for the formation of the provincial police, which is in the single list of provinces in the constitution.

The provincial government has not been able to bring police under its jurisdiction due to the federal government's delay in police socialization. Almost all the Chief Ministers of the Madhesh Province Government have been complaining that they are having problems working due to the police administration not being their own. While the federal government is reluctant to give police under the province, the Madhesh Province Government has allocated a budget for the first time to recruit provincial police to implement the Police Act.

The provincial government's Finance Minister Bhattarai has allocated a budget of Rs 41.1386 billion for the fiscal year 2083/084. Of which Rs 14.6632 billion, or 35.54 percent, has been allocated for current expenditure and Rs 26.4753 billion, or 64.36 percent, for capital expenditure.

It is estimated that Rs 11.2275 billion will be collected from internal revenue and miscellaneous receipts towards the estimated expenditure for the coming fiscal year, and Rs 12.83 billion will be received from the federal government as revenue sharing.

Similarly, the financial grant received from the federal government will be Rs 9.4959 billion and Rs 6.852 billion will be borne from the remaining cash balance of the current fiscal year, informed Finance Minister Bhattarai. The shortfall of Rs 1.5 billion will be met from internal loans.

The budget estimates that the federal government will receive a total of Rs 17.69 billion 83 billion 848.5 million in grants, including Rs 7.84 billion 85 million in financial equalization grants, Rs 8.10 billion 28 million in Sarasat grants, Rs 947.4 million in supplementary grants, and Rs 700 million in special grants. Similarly, the budget mentions that Rs 12.83 billion will be received as federal revenue sharing.

The highest amount of funds for physical infrastructure

The Madhesh provincial government has allocated the highest amount of funds for physical infrastructure. The Ministry of Physical Infrastructure and Development has been allocated a budget of Rs 12.1 billion. Similarly, the Ministry of Industry, Commerce and Tourism has been allocated Rs 2.44 billion, the Ministry of Education and Culture Rs 2.90 billion, the Ministry of Health and Population Rs 5.95 billion, the Ministry of Energy, Irrigation and Drinking Water Rs 3.77 billion, the Ministry of Labor and Transport Rs 331 million, the Ministry of Land Management, Agriculture and Cooperatives Rs 3.77 billion, the Ministry of Forest and Environment Rs 1.33 billion, the Ministry of Sports and Social Welfare Rs 1.40 billion, and the Ministry of Home, Communications and Law Rs 683.4 million. The Madhesh Province Government has brought policy reforms in the budget itself and has now introduced a provision that the Council of Ministers will now consist of only 9 members, including the Chief Minister. Similarly, in the coming fiscal year, there has been a ban on the purchase of new vehicles, non-essential meetings, conferences, seminars, symposiums and fuel expenditure.

Finance Minister Bhattarai has informed through his budget statement that a committee will be formed to study both the number of employees under the provincial government and the workload, and that recruitment of new employees will be suspended until the committee submits its report.
