Stakeholders have said that the tendency of the general public to go to the police and courts even for ordinary matters has not ended due to the inability of the local level judicial committee to work effectively and impartially. Speakers said this at a training program on empowerment of the Madhesi community organized by the Madhesi Commission at the Siraha headquarters on Wednesday.

Although the judicial committee is a beautiful concept with the aim of administering justice at the local level, the citizens have not been reassured and attracted due to the discrimination seen in the process of making decisions and orders, said the acting chairman of the commission, Jivachh Sah. 'The judicial committee is a beautiful concept,' he said, 'but, the tendency to look at oneself and others has been entrenched within it, which has not created a situation where citizens can feel reassured.'

Chief Judge of the Siraha District Court, Dr. Shree Prakash Upreti, shared his experience that most of the disputes that still reach the police and courts are of a nature that can be resolved at the judicial committee level. He said that if the judicial committee can work with legal standards and professional efficiency, the unnecessary pressure on both the courts and the police can be significantly reduced.

Siraha Police Chief Superintendent of Police Vasudev Pathak also complained that the police are getting involved in matters that should be resolved by the local judicial committee. He said that due to this, the main tasks of the police such as peace and security, crime investigation, patrolling and surveillance are being affected.

Siraha Chief District Officer Surendra Poudel said that the pressure on the state's judicial system will not reduce if the right to administer justice given to the local level by the constitution cannot be made effective in practice. He said that if the judicial committee can create an environment of impartiality, legal process and trust, many disputes that reach the police and courts will be resolved at the local level.

Local level representatives have complained that although the constitution has given many responsibilities to the local government, competent and adequate manpower and resources have not been provided accordingly. "The local level is said to be the closest government to the citizens, but it has not been given the manpower and resources according to its responsibilities," said Laxmi Kumari Shrestha Yadav, deputy mayor of Karjanha Municipality. "That is why many structures, including the judicial committee, have not been able to give the expected results." Most of the speakers at the

program also concluded that impartial, skilled manpower, legal capacity building, and institutional strengthening are indispensable to increase citizens' trust in the judicial committee. The heads of the judicial, administrative, and security bodies of the district, as well as the deputy heads of local levels and administrative officers, participated in the program.
