Local teachers have expressed strong dissatisfaction with this decision of the municipal executive. They claim that this has created confusion and instability in the educational sector of the city. Due to the excessive increase in the price of petroleum products in the international market and the pressure on the country's balance of payments, the Nepal government had decided to grant two public holidays a week (Saturday and Sunday) effective from Jestha 1.
The government's policy was to reduce fuel imports by reducing the use of government vehicles and reduce pressure on foreign exchange reserves. This decision was to be mandatory for all government offices, public institutions and educational institutions across the country.
Mayor Sanjay Kumar Kafle informed that the executive meeting decided to operate the office on Sundays as well, keeping in mind the services of service recipients after they started coming to the office on Sundays. ‘Even during the holidays, service recipients started coming as usual, and there were widespread complaints from students and parents,’ he said, ‘We have decided to open the executive meeting on Sundays after considering everyone’s complaints.’
The executive meeting of the municipality on Jestha 4, saying that it appreciated the local needs and public sentiment, decided to give a holiday only on Saturdays and to operate schools and government offices as usual from Sundays. This move of the municipality has brought to the surface the legal and practical conflict between the local administration and the federal government. Teachers of Subalal Bhagwat Secondary School in Chandrapur reached the municipal executive office on Monday and submitted a memorandum expressing their objection.
The memorandum states that if the decision of the federal government and the decision of the local level conflict, the lunch of the students will be affected, and if all the municipalities make their own decisions rather than the decision of the federal government, where is the Nepal government, a serious question arises. The teachers submitted the memorandum demanding that the decision of the municipality be corrected, said Dipendra Mandal, the education coordinator of the municipality.
The teachers believe that the legal validity has been questioned when the local level directly violates the decision of the federal council of ministers. Due to the municipality's unilateral decision, there is currently uncertainty about what rules to follow in community and institutional schools within the city.
