The Survey Office organized a program to distribute landowner registration certificates (Lalpurja) to locals living in village block land in Dakneshwari Municipality-9, Pathargadha. The program organized on Saturday afternoon was attended by Mayor Ramlakhan Malah to Constituency No. 3 MP Amar Kant Chaudhary.
Even before the program started, there was a lot of noise saying that they had to pay between Rs 5,000 and Rs 14,000 after negotiating. Expert member of the Land Problem Resolution Commission District Committee Saptari, Panchadev Chaudhary, Purbanagar Mayor Shivnarayan Sah, Mayor Malah, and MP Chaudhary made their remarks. It was the turn of Chief Surveyor Shatrughan Prasad Yadav to speak. During his address, he said, ‘If anyone asks for money to get the survey work done, please call me directly.’ Before Yadav could finish his sentence, the beneficiary locals started asking, ‘What is the number?’ Yadav gave the number and asked to WhatsApp, call or message. When Yadav tried to speak again, the local beneficiaries participating in the program started shouting, ‘You have taken 5 thousand rupees from us for the red paper. Ask the one who paid the money to raise his hand. Everything will be clear.’
Beneficiary Bijuli Pandit said, ‘Amin Shri Prasad Yadav has taken 5 to 14 thousand rupees for the red paper. I have only 9 acres of land, but even when 500 rupees was not enough, he did not accept it. I was forced to negotiate and pay 5 thousand.’
Everyone present at the program, from Mayor Malah to MP Chaudhary, listened to the complaints of the beneficiaries and watched. When the beneficiaries looked angry, the surveyor chief Yadav and other employees had to leave the place.
Surveyor Yadav said that if his employees are proven to have made illegal transactions, action will be taken as per the law. ‘I kept telling them to bring evidence, and if anyone still provides evidence, we will take action,’ he said. MP Chaudhary said that he would take the initiative to bring bribe-taking employees to justice. In the program, land ownership certificates were distributed to 346 families in the village block in the first phase.
