The people's representatives have been found to be delaying in removing encroachment on government land in Rajbiraj Bazaar, Saptari.
The Comptroller and Auditor General's Office (Kolenika), Saptari, has written to the municipality on December 30, urging it to remove and vacate the houses and huts built encroaching on the land in its name. However, the municipality has not yet taken the initiative to remove the houses and huts.
According to landowner Shrestha, 6 kattha 6 dhur land in plot number 90 of former ward number 7 (currently 6) of Rajbiraj Municipality is in the name of Kalenika. However, on February 11, 2054, the municipality had passed a house plan for 2 kattha 14 dhur land from Dakshitarf to local Jagdish Jha. The then Royal Commission for the Control of Corruption had investigated the land mentioned in the municipality as plot number 15 (as per the letter of invoice number 1493) and written to the municipality to protect the government property.
The last time the Commission for the Investigation of Abuse of Authority had also written to the municipality to remove the houses and vacate the encroachments on the government land, a decision was made in a meeting convened by the Chief District Officer on November 22. Even after 4 months of the decision, the people's representatives are still in a state of inaction.
Chief District Officer Tubaraj Pokharel said that since it is the responsibility of the local government to remove the encroachments, the decision has been given to the municipality to vacate the land. 'The commission has also asked to remove the encroachments on the land and protect the government property after the investigation, so the encroachments should be removed. We are ready to provide security,' he said, 'If the municipality does not remove the encroachments, we will remove them.'
Acting mayor of the municipality Israt Parbin said that preparations are underway to vacate the encroached government land. ‘There is a rather large structure there.’ She said that preparations are underway to vacate the land after completing minor works elsewhere. ‘It may take about one and a half to two months to vacate.’ Jagadish’s son Ujwal Jha, who built a house on government land, said that he has been paying land acquisition fees since 2004 BS.
