Health workers of Dakneshwari Municipality in Saptari have staged a protest, alleging that Chief Administrative Officer Vijay Kumar Mandal has been involved in looting in collusion with public representatives. They submitted a memorandum to Chief Administrative Officer Mandal on Tuesday and gave him a two-day ultimatum to immediately stop the illegal activities.

‘They have made the municipality a breeding ground for corruption. They have not given any medicine to the health post for 6 months because they are not involved in corruption,’ said Umesh Kumar Sah, a senior AHEB officer at the health post. ‘They tell us to fill the medicine demand form and make up for it, but when we refuse, they are causing us unnecessary suffering.’ He said that the heads of 12 health posts have been transferred arbitrarily to create mental stress.

‘Even when a 2-day program is organized through the co-coordinator of the health branch, Mahesh Kumar Pandit, they finish it in 1 day,’ he said. ‘When complaints are made about it, they are being treated with prejudice, so the health post has to be closed.’

Md. Zakir Hussain, a senior AHEB officer at the health post Kabilasa, said that he has been forced to listen to abuse from the service recipients due to the lack of medicine at the post. ‘The practice of seeking commission even in a sensitive sector like health should be criticized by health workers,’ he said, ‘If the situation is not improved even now, we will be forced to stop our work.’

The 12 protesting health workers demanded an end to the ongoing transaction, access-based evaluation and arbitrary mass transfer process in the promotion of employees. They also warned that they would not contest the upcoming elections if their demands are not addressed.

The Chief Administrative Officer Mandal said that the allegations of corruption leveled by the employees were baseless. ‘The transfer is legal and has been done in accordance with the law,’ he said, ‘The medicine procurement process took time, so it could not be fulfilled at the health post, now we will fulfill it soon.’

City Mayor Ramlakhan Malah said that the health workers were making false allegations. "We have changed them after public complaints, there is not much difference," he said, "but, they are creating controversy by making false allegations in the matter."
