Shatrughan Prasad Yadav, the head of the Saptari Survey Office, who was involved in a controversy over the illegal consolidation and division of industrial land, is facing criticism on social media after he was welcomed with a heavy garland. He was transferred on 24 Mangsir 2080 following the controversy over the consolidation and division of land.
The criticism began after he was welcomed by employees and others with a garland weighing about 20 kg.
Rajukumar Dwivedi, information officer of the survey office, said that the garland was placed by civil society. 'It is not a garland weighing 100 kg, but it is unusual,' he said, 'How can we stop it when civil society places it? The employees did not place that garland.' However, information officer Dwivedi did not want to talk about who placed such a heavy garland.
Earlier, Yadav, who had come as the surveyor on 19 Kartik 077, had integrated 9 bighas 1 kattha and 16 dhur mills, mills area and brick kiln land in Rajbiraj Municipality-2 (former ward number 9) of the district for residential areas on 30 Chaitra 2079. The integrated land has been re-divided and plotted.
According to Rule 11 of Chapter-3 of the Land Use Regulations, 2079, it is mentioned that a decision of all three levels (local, provincial and federal land use councils) is required for land use change. The application received by the local land use council should be sent to the province and if the provincial council deems it appropriate, it should be sent to the federation. There is a provision that the classification of the land can be changed only if the federation council decides.
However, on the recommendation of the local level, Rupesh Kumar Yadav, the buyer of the Land Reforms and Land Revenue Office, Saptari, had directly submitted a comment stating that it would be reasonable to amend the mills, mills area and brick kilns listed on the land as per Rule 5 (a) of the Land Revenue Act, 2036 BS, and to establish a settlement by cutting them off. Based on the act that was not being done in accordance with that, the then acting head of the Land Revenue Office, Nayab Subba Ram Narayan Sharma, had approved and converted the land into a residential area. According to the
comment, the former Rajbiraj Municipality-9, Lot No. 1328, 1 bigha, 15 kaththa, 2 dhurs, Lot No. 1334, 1 bigha, 1326, 2 kaththa, 2 dhurs, 1330, 7 kaththa, 2 dhurs, 1339, 3 kaththa, 16 dhurs, 1325, 12 kaththa, 8 dhurs, 1335, 4 kaththa, 3 kaththa, 8 dhurs, 1336, 1 bigha, 1337, 1 bigha, 1324, 17 kaththa, 4 and a half dhurs of 1331, and 16 kaththa, 12 dhurs of 1338, totaling 10 bighas and 4 dhurs of land have been converted into residential areas.
The comment states that plots no. 1328, 1326, 1330, 1325, 1327, 1324 and 1331 of the said land have a mill area, while plots no. 1334, 1339, 1335, 1336, 1337 and 1338 have a brick kiln. The Commission for the Investigation of Abuse of Authority is currently investigating these matters. Suresh Neupane, spokesperson of the commission, said that they can give further feedback after understanding these matters.
