The Education Development and Coordination Unit, Saptari, has been found to be collecting illegal money from schools in the name of Secondary Education Examination (SEE) forms.

Unit Head Shashi Kumar Yadav is collecting up to Rs 5,000 from the school through Office Assistant Mukesh Yadav. Office Assistant Mukesh has been giving a receipt when collecting the amount. However, the receipt and details of the receipt are not in the unit office.

Even though the school is collecting money from the school without even putting the office seal on the receipt, the principals have not dared to speak. When asked about the receipt being collected by Office Assistant Mukesh, Kamal Nath Yadav, the information officer of the unit office, said that he had no information. ‘I only know that the school deposits the registration amount in the bank and submits the voucher here,’ he said, ‘Please ask the office head about that receipt and receipt.’

According to receipt number 214 received by ‘Kantipur’, office assistant Mukesh has collected Rs 1,100 from a school. When questioned on the matter, office assistant Mukesh admitted that he was doing the work authorized by the office head. ‘I am fulfilling my responsibility as per the order of the District Education Officer (DEO) sir,’ he said, ‘He has asked the school to collect SEE forms at the rate of Rs 20 to 25 per student.’

Unit office head Shashi said that the fee for the form is being collected as per the decision taken by the District Education Committee. Although he claimed that the amount is being deposited in the internal income account of the unit, District Coordination Committee head Shivnarayan Sah, who is also the chairman of the District Education Committee, is not aware of this decision. ‘No decision has been made regarding the collection of SEE form fees,’ he said, ‘If the school starts collecting money arbitrarily from the school, the burden will also fall on the students.’ That is wrong.’

There are 156 schools, both community and institutional, teaching secondary education in Saptari. Of these, 8,700 regular students and 1,500 students from 150 schools are participating in the SEE for grade improvement this year, according to the unit office.
