Yadav took oath as Chief Minister in the hotel, increasing pressure on Provincial Chief Bhandari, who was appointed during the Oli government. His actions have not only alienated the Congress, which was in alliance with the UML, but also caused discontent within the UML.
What you should know
When the government was formed under the leadership of the then Chief Minister of Madhesh Province, Satish Kumar Singh, the UML had four ministries, which were led by UML parliamentary party leader Saroj Kumar Yadav (Mahottari).
UML was also among those who gave a vote of confidence to Singh of the Janmat Party on 22 Ashad 081. In the presence of Chief Minister Singh, Yadav took oath with the then provincial chief Sumitra Subedi Bhandari. While taking charge of the Ministry of Home and Communications, Yadav also put a stop to the amount of money taken for information.
The UML was also in a state of turmoil as he took turns holding the ministries of Physical Infrastructure and Development, Home and Communications, Sports and Social Welfare, and Health.
While the UML was struggling to finalize the names of the ministers, there was a controversy in the UML Madhesh Province at that time, saying that Yadav, who was the leader of the parliamentary party, was controlling all four ministries that fell to his party. After the top leader finalized the names of the ministers, he finally left the other ministries, keeping the Ministry of Physical Infrastructure and Development with him.
‘Even on important issues, party leader Yadav takes decisions on his own,’ said a disgruntled UML provincial MP, ‘He does not consult with many leaders even at the center. He only follows the advice of General Secretary Shankar Pokharel.’ According to the MP, the leader of the Madhesh Province parliamentary party was also made with the ‘blessings’ of the top leader. Not by election.
Earlier, on 27th Poush 2079, in the government formed under the leadership of Saroj Kumar Yadav (Bara), the leader of the UML parliamentary party also became the Minister for Physical Infrastructure and Development. There is dissatisfaction that Yadav is rushing to become a minister when the opportunity arises for UML to participate in the Madhesh Province government.
After the Gen-G movement, Janmat Party Chief Minister Satish Kumar Singh announced his resignation only on social media and later, Yadav, the leader of the UML parliamentary party, was also satisfied with his stance that the government under his leadership would continue to protect the 'federal democratic constitution'.
Singh's own party, Janmat Party, repeatedly wrote letters to resign from the post of Chief Minister. However, it was the UML-Congress's arrogance that made Singh rebel against his own party. The Madhesh Province government led by Chief Minister Singh allocated a budget of about 17 billion rupees to the Ministry of Physical Infrastructure and Development, which was being handled by UML parliamentary party leader Yadav, in the fiscal year 082/083.
Yadav did not want to lose the Ministry of Physical Infrastructure and Development, which has a budget that is almost four-thirds higher than that of other ministries.
The government formed under Singh's leadership with the support of UML, Congress, Janmat and LOSPA was agreed upon by the parties. In a press conference organized by the Ministry of Physical Infrastructure in Jestha last year, Yadav had said, "Didn't UML's turn come during the rotation?" to a question from a journalist, "The right time has not come yet."
Concerned about losing the ministry with a budget of around Rs 17 billion when the Singh government leaves, Yadav was in the final stages of either continuing Singh's government or forming a government under the leadership of the Congress and taking over the Ministry of Physical Infrastructure. However, Yadav was left in the lurch when the Janmat Party left the UML-Congress alliance at the last moment and joined the government formed under the leadership of LOSPA MP Jitendra Sonal.
UML parliamentary party leader Yadav himself did not wish to become the Chief Minister. However, after Sonal resigned without getting a vote of confidence, Yadav increased pressure on the province chief Bhandari, who was appointed during the Oli government, and took the oath of office as the largest party in Panas Cottage in Bardibas in accordance with Article 168 (3) of the Constitution.
Yadav's actions have not only divided the Congress, which was traveling with the UML, but also caused discontent within the UML. After Yadav became the Chief Minister, the two big posts of the Madhesh province, Province Chief Bhandari and Speaker Ramchandra Mandal, have been lost.
The latest political developments have also raised questions about federalism, and it has been said that the UML, which is the largest party in Madhesh, will suffer. 'There is anger in Madhesh against the UML,' said analyst Hemant Karna. 'The Simara incident in Bara has indicated that.' UML will continue to face problems in Madhesh until it changes its old mindset.'
However, Chief Minister and UML party leader Yadav says that relations with the people have deteriorated further. 'It is not because of UML that Sonal's government fell,' he said, 'It is because of them that Sonal's government fell, the government under my leadership was formed because of them.' This did not enhance UML's dignity, relations and connection with the people. Relations with the people have improved even more.'
UML Chief Whip Hari Narayan Mahato said that the incident of being appointed as Chief Minister in a hotel room and taking oath was unnatural. 'It should not have been reached by consulting within the party and reaching an unnatural decision,' said UML MP Mahato. 'We are having serious discussions within the party on this matter.'
