A notice has been issued that the Madhesh Provincial Assembly meeting will be held at 1 pm on Wednesday. The Provincial Assembly members other than the UML are continuing to arrive. However, the meeting has not started yet. All employees at the Deputy Secretary level and above are currently absent from the Provincial Assembly.

Two branch officers have come to the office. Deputy Speaker Babita Raut is planning to send an employee to conduct today's meeting after requesting the provincial chief. Because today is the last day to discuss the motion against Speaker Ram Chandra Mandal by 64 lawmakers from seven parties for not behaving in a manner befitting his office. 

Janata Samajwadi Party (JSP) Nepal Chief Whip Ram Ashish Yadav informed that the meeting of the Advisory Committee was delayed due to the line being cut in the provincial assembly. He said that if the motion is not discussed today, the motion will be taken up again. Rule 180 of the Provincial Assembly Procedure Rules 2075 BS makes provision regarding the motion that the Speaker or Deputy Speaker has not behaved in a manner befitting his office.

Sub-rule (1) of this rule states that a motion can be submitted with the support of one-fourth of the members present at the time and that the secretary should be informed of the motion. However, Chief Secretary Basu Prasad Koirala has taken leave till Mangsir 4. Because in sub-rule (3) of the same rule, there is a provision to hold a meeting within seven days and discuss the proposal. In sub-rule (2) of the Provincial Assembly Rules of Procedure 180, it is mentioned that if there is a proposal against the Speaker, it should be submitted to the Deputy Speaker. 

Meanwhile, Speaker Ramchandra Mandal said that if the proposal is registered legally and legally, it will be registered. However, he said that the proposal was not registered because the proposer violated the rules and used force to register it. ‘The proposal has not been registered yet. If the Deputy Speaker has established a separate register, I have nothing to say,’ he said, ‘But, it has to become the property of the Provincial Assembly.’ 

He clarified that the issue of detaining employees and hiding files was a mistake. ‘If I have detained employees or hidden files, the employees will complain, and all seven parties will take responsibility for that too,’ he said, ‘It is their job to do the media trial. But, after the Speaker was impeached, shouldn't he be criticized?'
