The Madhesh Provincial Assembly meeting is scheduled to be held on Wednesday. Following the instructions of Deputy Speaker Babita Raut Iser, the Provincial Assembly Secretariat has published a notice to hold the meeting at 1 pm on Wednesday. The Provincial Assembly Secretariat has also stated that the meeting will discuss the motion that Speaker Ram Chandra Mandal has not behaved in a manner befitting his office.
On Tuesday, 32 members of the Madhes Provincial Assembly from various parties had demanded from Deputy Speaker Iser to resume the Madhes Provincial Assembly, which has been stalled for a long time.
On behalf of the opposition parties, Provincial Assembly member Bharat Prasad Sah had submitted a demand letter signed by the Provincial Assembly members to Deputy Speaker Raut to convene the Provincial Assembly meeting on Wednesday, November 19.
According to the Provincial Assembly regulations, there is a legal provision that a meeting must be convened if 25 percent of the members of the Provincial Assembly demand a meeting.
The demand has been made by seven parties to advance the discussion process on the impeachment motion registered against Speaker Mandal in the Madhes Provincial Assembly.
On the evening of October 10, Speaker Mandal misbehaved with the Provincial Assembly members. After that, the Provincial Assembly employees have started being absent. As a result, all the work of the Madhes Provincial Assembly has come to a standstill.
Janata Samajwadi Party (JSP) Nepal Chief Whip Ram Ashish Yadav claimed that a motion was registered against the Speaker with the support of 64 provincial assembly members for not behaving in accordance with his position and said that discussions had been held with the Deputy Speaker on the issue of moving forward with the discussion on the same motion. He accused the Speaker of not creating an environment for discussion on the motion.
Maoist Centre parliamentary party leader Bharat Prasad Sah said that the motion should be discussed and implemented within seven days of its registration. However, he accused the Speaker of detaining employees and making files disappear.
Deputy Speaker Raut also said that the absence of employees had created confusion. She said that the meeting could be held as per the law as the lawmakers of the seven parties had requested to conduct the meeting with the signatures of 32 lawmakers.
Speaker Ram Chandra Mandal, however, said that the motion would be registered legally if it was filed legally. However, he said that the motion was not registered because the application was filed in violation of the law.
