Seven parties have submitted a proposal to the provincial secretariat against Madhesh Province Speaker Ram Chandra Mandal for acting in a manner befitting his position, citing partisan interests in the operation of the provincial assembly. On Thursday, the parliamentary party leaders, chief whips and MPs of the seven parties reached the provincial assembly secretariat and submitted a proposal against Speaker Mandal.
During that time, there was a scuffle between Speaker Mandal and the MPs. JSP Chief Whip Ashish Yadav accused Mandal of behaving rudely towards the MPs. The MPs of the seven parties who arrived at around 5:45 pm were kept in the office of Deputy Speaker Babita Raut. Although Deputy Speaker Raut set the motion, the situation there became tense after the employees of the Provincial Assembly Secretariat delayed registering it.
The employees of the Provincial Assembly Secretariat delayed registering the motion, saying that the office hours were over, there were no employees and the electricity supply was off. Secretary of the Provincial Assembly Secretariat Basuprasad Koirala had said that the delay in registering it was due to the irregular supply of electricity to the Provincial Assembly.
The situation there became tense after Speaker Mandal entered the Provincial Assembly Secretariat with some of his supporters at around 6 pm. Speaker Mandal assaulted Janamat parliamentary party leader Mahesh Yadav, LOSPA MP Upendra Mahato, and JSP MP Raju Sah, Janamat MP Chandan Singh alleged. Maoist parliamentary party leader Bharat Prasad Sah said that Mandal had also behaved aggressively towards other MPs. JSP MP Raju Gupta said that the police rescued the MPs who were surrounded in the Provincial Assembly for about an hour and a half.
Speaker Mandal said that he had not taken any MP hostage. He claimed that no MP was in his office when he came to the Provincial Assembly Secretariat and that he had not come for a meeting. ‘Neither were they in my office, nor did I go to the office where they were staying, so how did they become hostages?’ he said.
Dhanusha Chief District Officer Prem Prasad Luintel informed that security personnel were sent under the command of the DSP of Nepal Police and the DSP of the Armed Police Force to bring the MPs out after the MPs informed that they were in an uncomfortable situation. Dhanusha Police SP Rugam Kunwar said that additional police were deployed to evacuate the MPs safely.
Meanwhile, the Speaker Mandal has issued a notice of dismissal of five MPs who did not attend the regular 10 meetings. Of these, seven are MPs from seven parties. The MPs who have been dismissed are Urmila Devi Singh of the Civil Liberties Union, Manish Kumar Suman of the JSP Nepal, Sanjay Kumar Sah, Sinhasan Sah Kalwar and Sharada Shankar Prasad Kalwar.
