The team of deputy mayor Shakuntala Devi and the ward chairperson carried out the lockout on Sunday, saying that it was difficult to carry out work in the absence of a Chief Administrative Officer in the municipality.

After the transfer of the then Chief Administrative Officer Homanath Subedi, the office has been left without a chief since Mayor Nagendra Kumar Raya did not make Aman Kumar Karna, who replaced him, present. In the absence of the office chief, the office account has not been operated. This has caused problems in payments. Due to the lack of account operation for a long time, teachers and even employees of the school have not been able to receive their salaries, while the elderly have not been able to receive social security allowance. Teachers have also been agitating due to not receiving their salaries. Similarly, a problem has arisen when the mayor has started putting unnecessary pressure on the appointment of the principal of Mrs. Krishna Devi Secondary School in Malangwa, the district headquarters. Teachers are not present in the classrooms due to not receiving their salaries from the municipality, and students are being deprived of education. They have even been raising slogans against the mayor.

Yubaraj Prasad Sah, a student of class 10, informed that they had to launch an agitation due to lack of education in the school. According to him, with only a few months left for the SEE, students are suffering due to disruptions in their studies. 

Since then, the elderly have also been complaining about not receiving social security allowance. They had also staged a sit-in at the municipality. Chandeshwar Mandal, 80, of Malangwa Municipality-6, expressed his grief that he could not even purchase medicine due to not receiving the old-age allowance. ‘The municipality has not provided any allowance in this fiscal year, which has made it impossible to purchase medicine,’ he said, ‘The local level chiefs are not able to understand our pain.’ 

Ward Chairman Mukesh Jayaswal of Malangwa Municipality-8 informed that all the people’s representatives have protested against the situation in the municipality. According to him, the mayor has locked the main gate of the office in the presence of the general public, saying that he has moved forward unilaterally, encouraged work through brokers and did not listen to the ward chairman and deputy mayor. Mayor Ray informed that the situation in the municipality will return to normal in a few days.
