A hospital has not been operational even a year and a half after the construction of a well-equipped building in Tilathi Koiladi Rural Municipality-3, Sakarpura, Saptari.
The hospital building was built on April 21, 2079, with an investment of Rs 140 million. However, the people's representatives have not shown interest in operating the hospital and have not even accepted the building for one and a half years.
The Rajbiraj Intensive Urban and Building Construction Project has repeatedly written to the rural municipality to hand over the hospital building, but the people's representatives have not paid attention. 'Since we completed our work, we have been repeatedly requesting the rural municipality to accept the building, we have also written to it, but the people's representatives have been avoiding it, saying tomorrow,' said Surendra Kumar Sah, head of the project. 'It is the rural municipality's job to operate the hospital, but so far they have not accepted the building.'
The project head Sah said that the district administration office will be informed about the rural municipality's refusal to accept the building and that if there is still no hearing, he will move forward in coordination with the department and ministry. The three-storey hospital building, which has 42 rooms, a 150 kVA transformer and a 126 kVA generator, has been maintained by the construction company 'Dev & Sayer/Dragon JV Kathmandu' for the past one and a half years.
The construction company's representative, Binod Kumar Yadav, said that despite the construction work being done on time, they have been unnecessarily burdened with financial burden. 'Even after we completed the work, we have had to pay a salary to maintain the building for one and a half years,' he said. 'I could not understand their intentions, they have not said anything clearly. They always say tomorrow.'
Rural Municipality Chairman Arun Kumar Mandal said that the building was not maintained due to lack of budget to operate the hospital. "As soon as we take over the building, we need to hire at least two guards to take care of it immediately. At that time, there was no budget for that either," he said. "We are discussing the issue of operating the hospital from this year. We will probably operate the hospital by Chaitra."
