After the resignation of Madhes Chief Minister Satish Kumar Singh, a tug of war has started between the parties for the formation of a new government. The formation of a new government in Madhes province has become complicated as small parties have started playing within the earlier agreement for the formation of a new government under the leadership of UML and Janmaat.

Chief Minister Singh resigned from the rostrum before taking the vote of confidence in the state assembly on Tuesday after his own party Janmaat Party and power allies Congress, UML and LOSPA withdrew their support.

UML parliamentary party leader Saroj Kumar Yadav said that UML and Janmaat Party will present claims for the new government under the leadership of Congress. We are sticking to the agreement. We will present a claim to form a government under the leadership of Congress,' said Yadav, 'We will soon present a claim for a new government.' LOSPA President Mahant Thakur has been in Janakpur for two days. In an event organized in Janakpur on Tuesday, LOSPA president Thakur said that it is his party's turn to form the government in Madhes province.

"Congress and UML are being separated and efforts are being made to form a new government by including all other parties," said a state MP of LOSPA.

LOSPA has intensified talks with parties other than UML and Congress to form a government in Madhes province under its leadership. LOSPA President Thakur is in discussion with the leaders and parliamentarians of all these parties at the state level, including Jaspa, Janmaat, Maoist (Centre), CPN (S), RPP and Federal Samajwadi Party at the top level and state MPs Jitendra Sonal and Upendra Mahato.

Congress, UML and Janmaat Alliance have already submitted the letter with the support of 58 MPs to the office of the provincial head on Wednesday. Congress and UML are suspicious of Janmat Party's vacillating policy. Since the Janmaat party is divided and they are pushing to remove their own Chief Minister Singh, it is doubtful that the Congress and UML alliance will get all 13 votes of the Janmaat.

That is why Congress and UML tried to include LOSPA in their alliance. LOSPA has 8 seats in the state assembly. However, it seems that the coalition of Congress, UML and Janmat may be uncomfortable after LOSPA tries to form a government under its own leadership. 

Congress chief whip Kuvarkant Jha said that the alliance of UML and Janmaat under the leadership of Congress will present the demands of the new government . "Everything is over". On Wednesday, we will present a claim for the government," Congress whip Jha said.

Chief Minister Sumitra Subedi Bhandari has invited Madhesh province chief Sumitra Subedi Bhandari to submit claims for the formation of a new government after the resignation of Chief Minister Singh. The deadline for submission of claims is 4 pm on Wednesday .

"Since the resignation of the Chief Minister has been accepted, according to the clause (2) of Article 168 of the Constitution of Nepal, the parties that can get the majority to be represented in the Provincial Assembly are invited to submit claims by 4 o'clock on Wednesday for the purpose of appointing him to the post of Chief Minister," the statement said. 

Chief Minister Singh's resignation was accepted by the provincial chief Bhandari on Tuesday and the process of forming a new government was taken forward. There are currently 150 MPs in the 107-member Madhes Provincial Assembly. In Madhes province, there are 24 of CPN-UML (one suspended), 22 of Nepali Congress, 19 of Janata Samajwadi Party of Nepal, 13 of Janmat Party, 9 of Maoist Center, 9 of Democratic Socialist Party of Nepal (one suspended), 7 of CPN United Socialist Party and 1/1 of RPP, Civil Liberation Party and Federal Samajwadi Party. 

While resigning, Singh resigned alleging that his own party created a scandal with public opinion and that the parties involved in the government changed their word. Before submitting the proposal for a vote of confidence in the Madhes state assembly on Tuesday, he resigned while addressing the assembly.

"I want to work for people, not for power and position". I am standing here to protect the interests of the people and the constitution,' he said, 'Paving the way in the current situation, I resign from the post of Chief Minister.' Even though he was ready to resign from the post of Chief Minister, Singh also alleged that the party had created a conspiracy against Prapanch to discredit him.

"When he was preparing to resign, the letter calling him back without asking a word was spread on social media in an instant," he said. He declared that he was defamed by being arbitrary, tyrannical and violating the law. 

Public opinion split

The public opinion party led by Sike Raut has split . Dissatisfied parties of public opinion split the party and formed the Janaswaraj Party (JSWA). Deepak Kumar Sah is the president of newly formed JSWP. 

Sah was expelled as an ordinary member on July 22 for doing activities contrary to the party policy. In public opinion  Saha was the vice president. The three vice-presidents are Suraj Singh, Surendra Narayan Yadav, and Shambhunath Shah. Similarly, 3 secretaries of JSWP are Hemlata Devi, Sunil Kumar Yadav and Sanjay Prasad Yadav. The newly formed party has been recognized by the Election Commission.
