The ward chairman who was arrested in connection with the vandalism of a Dalit family's house in Arang, Kalyanpur Municipality-8, Siraha, has been released pending investigation. The police released ward chairman Ramkishore Yadav on Monday evening with the permission of the government attorney.
A group of more than 50 people ransacked and looted the house of five people including Rajkumar Paswan, Raslal Paswan, Ashok Paswan, Binde Paswan and Sovit Paswan in the afternoon of October 17 in Arang.
In this incident, a criminal complaint was registered at the area police office, Mirchaiya, against 13 people including Ward President Yadav, local Prabhas Singh, Nitesh Singh, Shailendra Singh, Rajkumar Singh, Manoj Yadav, Kailash Singh, Ganesh Kamati, Mustafa Rain and others in that ward.
Out of which, Ganesh and Kailash along with ward president Yadav were arrested on October 18, the day after the incident, while Manoj was arrested by the police on October 20. There is a legal provision in this case that the accused can be detained for 25 days and investigated.
However, Ward President Yadav was released within 10 days without completing the investigation. Police chief of Siraha, Superintendent of Police Anantaram Sharma claimed that after Ward Chairman Yadav fell ill in custody, he was released with the permission of the District Public Prosecutor's Office, Siraha, so that he could be investigated.
According to the police, he was admitted to a private hospital in Mirchaiya on the afternoon of October 25th after he suddenly started having chest pain. Due to the ongoing treatment, the police claim that the ward president was released in the presence of the local Amarkumar Yadav, who is a relative's nephew on Monday.
'Now we have released him with the permission of the public prosecutor, the investigation of the incident is going on,' SP Sharma told Kantipur, 'If his health condition is fine and it is seen that he needs to be investigated, we will call him .'
However, if a person detained for investigation with allegations of involvement in any incident falls ill, there is a practice of treating them under the supervision of the police and returning them to custody after the treatment, isn't it? In response to Kantipur's question, District Attorney Rajendra Bahadur Basnet claimed that the police had asked for permission to leave, so they had given it.
However, even though the government agency involved in the investigation and legal action process has claimed this, it has been found that Yadav is roaming freely after his departure. The victim's family said that he was seen roaming in public places throughout the day on Tuesday.
Similarly, the police have not been able to arrest the other accused in this incident. The victim's family has alleged that there is political and financial manipulation in this case and because of this the work is being done to acquit the guilty.
'The matter has been tampered with, after leaving the ward president, he is walking arrogantly saying that nothing will happen', the victim Sovit Paswan said, 'We can't live with humiliation and fear any longer, we are discussing for a protest.'
According to the victim's family, the ward president Yadav had instigated the opposition in this incident. The victim's family has also provided the police with a letter written by ward president Yadav on October 5 that the land where the Dalit community is living has been announced to the Kalyanpur municipality and that the land should be vacated.
However, after the municipality did not implement the letter because they are Dalits and squatters, the victims alleged that Yadav, the ward president, helped the opposition's plan to vandalize the house due to political revenge.
