The government will be formed under the leadership of Congress in Madhesh province. On Wednesday, the Congress submitted a claim for the leadership of the government with the support of 58 MPs from three parties. The second largest party, the Congress, submitted its claim for the leadership of the government for the first time. The Congress with the support of the top party UML and Janamat Party has submitted a claim to the office of the state chief.

Chief Minister Satish Kumar Singh had assured the CPN-UML that he would resign by Wednesday. However, after not resigning, UML withdrew its support to the Singh-led government on Wednesday afternoon. After that, the Congress submitted a claim for the formation of a new government. Earlier, the Nepali Congress withdrew its support from the Singh-led government on October 8 and the Janmat Party on August 28.

Krishna Prasad Yadav, the leader of the Congress parliamentary party, informed that although there is agreement for the formation of the government under his leadership, the matter of the ministry has not been decided. "Right now only the leadership has been agreed upon," he said, "ministries and other issues will be discussed later." There are 107 MPs in the Madhesh Provincial Assembly.

The support of 54 MPs is required to form the government. Large party UML MP Dipendra Thakur and Jaspa MP Saroj Singh Kushwaha are suspended due to the case of Abuse of Authority Investigation Commission. LOSPA MP Abhiram Sharma has been suspended after absconding in the Asai Thaman Vic case.

It is mentioned in the letter that three parties have submitted claims for the formation of a new government in accordance with Article 920 of Article 168 of the Constitution of Nepal. Claims have been submitted for the formation of a new government with the support of 23 UML, 22 Congress and 13 Janmat members of the state assembly. JSP, CPN Maoist Center, CPN United Socialists have not decided whether to join the government or not. These parties had internally prepared to create another equation.

Chief Minister Singh resigned and the government will be formed under the leadership of Congress. If Chief Minister Singh does not resign, a vote of confidence will have to be taken from the Madhesh Pradesh Assembly. If the vote of confidence is not received, the provincial head will start the process to form a new government. There is a constitutional provision that a vote of confidence should be taken within 30 days if one's own party or other supporting party withdraws its support to the government. CPN-UML parliamentary party leader Saroj Kumar Yadav said that due to the changing situation, UML supported the leadership of other component parties of the coalition without the leadership, but there was no agreement about the ministry.

When the Gen-G movement was raging, on August 24, Chief Minister Satish Kumar Singh was asked to resign. Directed by Chandrakant (CK) Raut. After that, Chief Minister Singh announced his resignation after writing a long list in favor of Gen-G movement on social media. However, since Chief Minister Sumitra Subedi Bhandari was in Kathmandu at the time, Chief Minister Singh could not submit his written resignation.

When the protest was in chaos everywhere, Chief Minister Singh also stayed outside Janakpur for a few days. He returned to Janakpur on August 27 to resign before the provincial chief. However, Chief Minister Singh did not resign. After that, Chief Minister Singh's party wrote a letter to the provincial head office on August 28, deciding to recall the chief minister and ministers.

Janmat Party parliamentary party leader Mahesh Prasad Yadav's letter written to provincial chief Bhandari on August 28, he published through Facebook. It was mentioned in the letter, "There is a request with the information that the Janamat Party has withdrawn the support given to the government and the Chief Minister/Minister has been recalled." According to

sources, Chief Minister Singh, who was in the mood to resign, decided not to resign after the letter was published. After that, on October 2, the Chief Minister was recommended for action on the grounds that the decision had been delayed. After 6 days, the Congress also decided to withdraw from the government of Madhesh province. Two weeks after that, the Congress submitted a claim for the leadership of the Madhesh government.
