However, Rajviraj Municipality and Division Forest Office are spending the annual budget alternately. Even though both offices have spent 44 lakh 37 thousand rupees for the last three years, the work is not seen in that ratio.
The Division Forest Office has spent 14 lakh 43 thousand rupees for the maintenance of the park in the financial year 079/080, 14 lakh 94 thousand rupees for the reconstruction and beautification of the park last year and the municipality has spent 15 lakh rupees the previous year. However, the park, which has been closed for years, is still not operational. Even when the annual budget is spent, the condition of the park is dilapidated.
There is a crack in the upper part of the main gate, while the left part has started to crack and fall down. The surrounding walls are also in a dilapidated state with cracks in places. The division forest office has spent 14 lakh 43 thousand rupees in the name of repairing the same wall, while the office claims that it has done the work with lights from the last budget. However, the locals allege that the budget was only completed in coordination with the consumer committee.
Subhash Chandra Das, head of Division Forest Office, said that he was forced to work when the budget was set from above. "I was not aware of the issue of budgeting before, but last time when the budget came from the ministry, I did other work including lighting," he said.
