The 6 local levels of Saptari have not been able to bring the budget even in the second month of the beginning of the financial year. According to the Local Government Operation Act, 2074, there is a legal provision that the local level must bring the budget for the next financial year by June 10. However, two municipalities and four rural municipalities here have not been able to bring the budget yet.

Due to the conflict between the people's representatives, the tension of plan distribution and internal problems, Rajviraj and Dakneshwari municipalities and Chinnamasta, Agnisair Krishnaswaran, Mahadeva and Balan Bihul rural municipalities could not bring the budget.

Even though Chief Administrative Officer Keshav Kumar Jha claims that the budget can be brought within five/seven days, staff sources say that there is a practice of planning only after completing the work in places where there is more 'commission'. "After bringing the budget, ask for the details of the policies, programs and budget and everything will become clear," he added, "all plans except for reconciliation are amended internally against the law." The allocation of the plan has not been agreed between the president Dinanath Chaudhary and the vice president Kalpana Chaudhary, and the process of bringing the budget has not started due to disputes when the ward presidents are also demanding budget.
